CABANAS: Thank you, Mel. Okay. So we are in open session. Chair Cabanas has <br />resumed her duties at 12:36 p.m. in the Hilo Council Chambers of the Hawaii County Building <br />at 25 Aupuni Street. <br />On the agenda, we are now on Number 7, "Director's Report" and we have Mr. Waylen <br />Leopoldino here to provide us his report. So, go ahead, Waylen. <br />(At this time, Mr. Waylen L. K. Leopoldino, Director, Human Resources Department, <br />came forward.) <br />MR. LEOPOLDINO: Thank you. Waylen Leopoldino, Director of Human Resources. Good <br />afternoon, Chair Cabanas, and Members of the Merit Appeals Board. <br />a) Performance Appraisal System Update <br />MR. LEOPOLDINO: The first item that I have on my "Director's Report" is our "Performance <br />Appraisal System." <br />This was a project that was carried over from the previous director and I'm happy to announce <br />that effective March 1st the new system, which includes revised new policies and procedures and <br />a new performance appraisal form has been instituted. Training has been underway since <br />February 1st for all new supervisors on how to utilize the new form. <br />And I want to share—had asked our Human Resources Manager, Jenny Sakamoto, for a quick <br />report so I could share that with you. So, to date, we've trained 326 supervisors responsible for <br />utilizing this performance appraisal form. We still—we're about halfway there to complete the <br />training. Jenny is providing that training by herself, so she's got a big undertaking. <br />I asked her to provide me with some feedback that she's been getting. Overall, the feedback's <br />been very positive. And I think we were, kind of, anticipating that because departments were <br />using a lot of different forms, which could get confusing and hard to be consistent. So, I'm the <br />departments are very pleased with the new form. <br />Many of the participants—supervisors in the training have actually reached out to Jenny letting <br />her know how happy they are with the new form. So, hopefully, this trend continues and we can <br />get—this is a better system for everybody to use. <br />Page 8 <br />
