Merit Appeals Board April 8, 2022 <br />At this time, we consider this status resolved. <br />And then, finally, "Recommendation" number "8" we further recommend the Department of <br />Human Resources work with other jurisdictions to have the State of Hawai`i's Revised Statutes <br />updated or reinstated to include provisions that address prohibited personnel hiring practices <br />using federal laws as a guideline. <br />This recommendation was alwaysI'm not sure how appropriate it wasI think it was <br />worthwhile to make the recommendation. I don't I would almost see it as a proactive comment <br />made to them because we're now introducing factors that are beyond its control. <br />So, DHR did reach out to its state counterparts to see about reinstatement of this, but they were <br />unable to appeal the prohibited personnel hiring practice law. They reinstated written <br />examinations as a compensating control for certain positions. <br />We verified that status by reviewing the application policies and procedures and found no <br />exceptions. <br />So, this did strengthen assurances of hiring decisions based on the fitness of the ability of the <br />applicants for the categories that are listed belowclerical, professional, and blue-collar. <br />At this time, we consider that recommendation is resolved. <br />And then, just bringing it to a close—we welcome the County employees and members of the <br />public to address concerns over the misuse of County resource or positions through our fraud, <br />waste, and whistleblower lines. Often the improper ties to government resources or positions is <br />discovered, thanks to employees and the public submit confidential tips to defer improper <br />conduct to our fraud and waste hotlines—our whistleblower hotlines through email, fax, mail <br />we'll accept it any way that we can get it. <br />So, we've included some links on this. And that brings my presentation to a close. And I'll just <br />open it for the questions. <br />CHR. CABANAS: Thank you, Mr. Benner.
