I was kind of looking, it€s interesting to hear you talk about the viewplane because I was trying <br />to think how that€s going to affect our viewplane. I think in Kohala Waterfront there€s a little bit <br />different topography there than what there is where we are. And you€re talking about it does <br />drop off from the highway, but there€s a lot of growth there. And I€m a little concerned about, <br />you know, the role in here and stuff, and what you€re talking about, what is going to be the basis <br />for the 25-foot height and if people are going to come in. And I€m not sure if Kohala Waterfront <br />if they€re two-story homes or if they€re just really huge and they look that way, but I€d want to <br />make certain that that doesn€t happen. <br />There€s a lot of construction that€s going on on this island. I personally think a lot of it is too <br />much too fast. I appreciate Mr. Graham concerns about the viewplane and how these things are <br />going to be affected and whether someone else takes over this subdivision or not. About a year <br />and a half ago the buzz words were tax revenue‚ and planned growth.‚ And I have really <br />started questioning both of these things. I look at our roads, the schools, the police, the fire, <br />Kawaihae Harbor, in the disarray that it€s in and other matters, and I question the use of what is <br />going on on this island. I think with regard to planned growth we have plenty of subdivisions <br />that are either being built currently or they€re permitted to be built. I think something that is <br />really interesting is, and it came up earlier today, that these are taken away, beaches, parks, trails <br />that families have used for years and for which many of the visitors come to this island. We€re <br />lacking on our infrastructure and yet the building and the rezoning continue to go on. <br />With regard to what I think I heard you say that it€s going to be County water, but I€ve heard <br />many instances whether it€s County or private that people are concerned about water. They <br />recently had a PUC hearing up in Waimea. People were concerned because Kohala Ranch Water <br />Company, when they bought their homes or lots there, they were told that there€s plenty of <br />water. Now all of a sudden they want to raise their rates and they€re saying they€re not sure <br />about whether they€d be getting water. People are saying you€re going to be building your golf <br />course, and you€re going to be building more homes there, how you€re going to handle it? <br />I would think that although there are not a lot of homes planned for this subdivision, most likely <br />the size of these homes and the landscaping that are going to be done is going to be taking use of <br />that water. I don€t know if people who are going to be in these homes are going to be there full- <br />time or if they€re just going to be there two or three months out of the year, in which case they€re <br />still going to be watering their plants; and that is taking water away from the people who are <br />there on a day-today basis. <br />Questions have also arisen, and this is a big concern of mine, about building, especially building <br />on the coast. There has been a lot of areas that they€re questioning about the runoff, whether it€s <br />golf courses or homes and fertilizing whatever. And there€s a place down there, I believe it€s by <br />Spencer, where they€ve said that the algae has been killed off from the rocks. The honu, that€s <br />where they eat, that€s where they€ve live. And there are concerns about what€s going on there. <br />Youalsomentioned,Ithink,somethingaboutthreeparkingspaces.Thisiswhatishappeningto <br />alotofthebeachesonthisisland-ifyoudon€tgetdowntosomeofthesebeachesatacertain <br />timeyoudon€tgetonthebeach.Andtherearealotoffamilieswhotrytogettheirkidsready-. <br />IfyougodowntoMaunaKea,orMaunaLani,orsomething,KuaBay,there€sonlyacertain <br />amountofparkingspaces.Anditwouldseemtomethatwhetherthesearecliffsorhikingareas <br />wherethesubdivisionis,ifyouonlyhavethreeparkingspacesthatdoesnotseemtobealotof <br />availabletopeople. <br />Iwouldaskthatyouholdoffongrantingthispermitandpossiblyothersuntilwegetahandleon <br />what is happening on the Big Island There are many community groups that have gotten <br />together -- North Kohala, Waimea, Kona, South Kona -- and they€re doing a lot of research, and <br />they€re finding out a lot of things and coming up with a lot of facts; and people are actually <br />getting involved, more so than they have in the past.
