County General Plan <br /> The General Plan provides for the long-range comprehensive development of the <br /> island of Hawaii. It provides direction for balanced growth in the County. The <br /> County General Plan Land Use Pattern Allocation Guide ("LUPAG") <br /> map designates the site as Low Density Urban (Figure 10). This designation is <br /> intended for residential, with ancillary community and public uses, and <br /> neighborhood and convenience-type commercial uses with an allowable overall <br /> residential density of up to six units per acre. Thus, the subject request is in <br /> keeping with the Low-Density Urban designation of the property. Further, the <br /> proposed action will retain the essential character of the land and will be <br /> consistent with the surrounding area and with the goals, policies, and standards of <br /> the General Plan document. <br /> The proposed demolition and reconstruction of one (1) single-family residence <br /> and associated improvements would provide temporary employment for local <br /> construction workers and would support the economy through the purchase of <br /> construction materials from on-island suppliers. This will stimulate and support <br /> the general economic stability and development of Hawai'i Island by allowing for <br /> local businesses to thrive and gain income from the proposed project. In the long- <br /> term, the newly constructed single-family residence will bring in additional <br /> property taxes, adding revenues to the County coffers. <br /> The project is and will be energy conscious through its use and/or encouragement <br /> of solar energy and design features that take advantage of the sun and wind <br /> patterns. <br /> The proposed development would not provide adverse effects on the <br /> environment or the natural resources of the region. The General Plan identifies <br /> five (5) areas of environmental concerns - air pollution, water quality, soil <br /> pollution, solid waste disposal, and noise pollution. As proposed, the project <br /> would not be contrary to any of those objectives. <br /> The demolition of the existing single-family residence on the property will be <br /> done in accordance with Best Management Practices to ensure that air pollution <br /> associated with the demolition remains at a minimum. The existing dwelling is a <br /> pan abode house kit, which will be disassembled for reuse. The new dwelling will <br /> also utilize building material from the old dwelling including koa wood. There <br /> may be a modest increase in vehicular emissions during construction, but <br /> otherwise all other air pollution associated with the project should be negligible. <br /> Additionally, the long-term traffic generation, and thus vehicular emission, will <br /> be limited to the existing typical residential use of the property. <br /> The project will involve the closure of an existing septic system and installation <br /> of a new aerobic advanced wastewater treatment unit to handle all wastewater <br /> generated on site. Installation of the new advanced treatment unit will mitigate <br /> potential water quality, coastal ecosystems, and soil impacts due to wastewater. <br /> 17 <br />
