Environmental Stewardship: The County Government and the <br /> Puako Community shall work with other State and Federal agencies to protect <br /> and manage the rich coastal and near shore marine environment. <br /> Discussion: The proposed project will include upgrading the existing septic <br /> system to a Department of Health approved aerobic advanced wastewater <br /> treatment unit. This will reduce the potential for wastewater impacts to the <br /> environment. <br /> F. Special Management Area & HRS 205A Guidelines Discussion <br /> HRS 205A-2 Obiectives <br /> (1)(A) Provide coastal recreational opportunities accessible to the public. <br /> The proposed project will support public coastal recreational opportunities <br /> through maintenance of land adjacent to established public shoreline access. <br /> Additionally, the project proposes to demolish and remove the existing single- <br /> family dwelling which is situated partially within the current-day 40-foot <br /> shoreline setback and all new improvements are proposed outside of the shoreline <br /> setback area. Thus, the project will not inhibit any coastal recreational <br /> opportunities accessible to the public. <br /> (2)(A) Protect,preserve, and, where desirable, restore those natural and manmade <br /> historic and prehistoric resources in the coastal zone management area that are <br /> significant in Hawaiian and American history and culture. <br /> There are no known historic or prehistoric resources on the subject property. All <br /> new construction will occur outside of the shoreline setback area and public <br /> access within the project will be maintained, ensuring safe access to the shoreline. <br /> (3)(A) Protect,preserve, and where desirable, restore or improve the quality of coastal <br /> scenic and open space resources. <br /> The proposed project should not have an impact on the area's scenic and open <br /> space resources. The new single-family dwelling will be constructed with a <br /> maximum height of twenty-six (26) feet and conform to the character of the <br /> neighborhood. The proposed dwelling will be similar in size to the existing <br /> dwelling, which was built decades ago. <br /> By removing legal non-conforming structures from the 40-foot shoreline setback <br /> area, views to and along the shoreline from public access points will be improved <br /> and open space near the shoreline will be protected. <br /> 20 <br />
