(4)(A) Protect valuable coastal ecosystems, including reefs, beaches, and coastal dunes, <br /> from disruption and minimize adverse impacts on all coastal ecosystems. <br /> The proposed development will be constructed in accordance with best <br /> management practices to minimize adverse impacts on all coastal ecosystems. <br /> Although County sewer is not available to the property, an existing septic system <br /> will be closed and replaced with a Department of Health approved aerobic <br /> advanced wastewater treatment unit. As such, the project seeks to further <br /> minimize any potential coastal water quality impacts. Further, no new <br /> construction is proposed within the shoreline setback area. <br /> (5)(A) Provide public or private facilities and improvements important to the State's <br /> economy in suitable locations. <br /> The proposed development would provide temporary employment for local <br /> construction workers and would support the local economy through the purchase <br /> of local construction materials. Overall, the project would stimulate and support <br /> the general economic stability and development of the Puako area. <br /> (6)(A) Reduce hazard to life and property from coastal hazards. <br /> The subject property lies approximately 5 to 7-feet above sea level and within the <br /> tsunami evacuation zone. However, a Civil Defense Siren is directly across the <br /> street from the property.
