Therefore, no EA is <br /> required. <br /> STATE AND COUNTY PLANS <br /> 8. State Land Use Designation: Urban <br /> 9. General Plan LUPAG MAP: Low Density Urban (ldu) <br /> 10. County Zoning: Single-Family Residential 10,000 sf(RS-10) <br /> 11. South Kohala Community Development Plan (SKCDP): The South Kohala <br /> Community Development Plan was adopted by the Hawaii County Council by <br /> Ordinance No. 08-159 on November 20, 2008. <br /> 12. Special Management Area (SMA): The project is located within the Special <br /> Management Area and therefore, the proposed development is subject to SMA review. <br /> DESCRIPTION OF PROPERTY AND SURROUNDING AREA <br /> 13. Subject Property: The property consists of approximately 16,401 sf and is located on <br /> the makai side of Puak6 Beach Drive. The property is rectangular in shape and currently <br /> contains a single-family dwelling. The property is bounded on the north, east and west by <br /> concrete-rubble-masonry (CRM) walls, including along the shoreline as a seawall, and <br /> along the County public shoreline access path located on the north side of the parcel. <br /> Vegetation on the property includes areca palm, coconut palm, bougainvillea, autograph <br /> tree, and ironwood. The property has little discernable slope and sits approximately five <br /> (5)to seven (7) feet above sea level. <br /> 14. Surrounding Land Zoning/Uses: The surrounding area is primarily urban and <br /> residential, with most of the parcels developed with single family residential structures <br /> and related improvements within the RS-10 zoning designation. Immediately makai of <br /> the subject parcel is a State-owned and Open-zoned 50.5-acre parcel along the shoreline. <br /> The rocky coastline consists of small white sand beaches and tidal pools. Due to erosion <br /> along this shoreline the State-owned parcel has significantly eroded makai of the subject <br /> parcel. <br /> -3- <br />
