Being at nearly the 150-foot elevation level and nearly 200 ft. from the shoreline, the <br /> site falls outside of the Civil Defense Tsunami Evacuation Zone. At the 150-foot <br /> elevation, normal winter storm waters are not an issue for this project. <br /> I. Water and Coastal Resources <br /> Condition Nos. 2 and 4 of the SMA Permit and Special Permit, respectively, stated <br /> that "the construction of the retreat and the operation of all of its related facilities and <br /> activities shall be conducted in a manner that is substantially representative of plans <br /> and details as contained with the Applications for Special Management Area Use <br /> Permit and Special Use Permit, Proposed Hawaiian Permaculture and Wellness <br /> Retreat Dated March 2001." The Applicant represented in the original applications <br /> that it would construct an aerobic septic system with a leach field. <br /> However, an amendment to the subject permits was approved by the Planning <br /> Commission on January 30, 2004, to allow the use of septic tanks and soil <br /> absorption systems field in lieu of an aerobic septic system with leach field for the <br /> 16-room Retreat. (Exhibit C) As part of the construction of Hawai'i Island Retreat, <br /> four (4) septic systems were installed to meet the requirements of State Department <br /> of Health, Sanitation branch. <br /> J. Pasture management <br /> Upon initiating this project, land was covered with weeds and was severely depleted. <br /> Lands within Hanaula Gulch, classified as Rough Broken Land (RB), used for <br /> pasture, and wildlife, was covered with ironwood trees. USDA granted pasture <br /> management by allowing repair and replacement of fencing for pasture rotation. <br /> K. Noise, Air Quality and Dust <br /> During the construction of these additional units, there will be construction noise. <br /> Contractors will be required to comply and observe the State Department of Health's <br /> noise standards. The air quality in this area should not be materially affected by this <br /> project. The project itself should generate little air emission. <br /> L. Scenic and Visual Consideration <br /> In the Natural Beauty element of the General Plan, there are sites or areas listed as <br /> scenic resources. Although the subject site is not one of them, the Plan highlights <br /> the coastline view plane from the Akoni Pule Highway. The site is more than a mile <br /> from the Highway and thus is not visible from Akoni Pule Highway. <br /> V. REGULATORY CONSIDERATIONS <br /> A. State Land Use <br /> The State Land Use designation of the subject property is Agriculture. As such, a <br /> Special Permit is required to authorize the requested and proposed expanded use. <br /> 6 <br />
