As the requested area of the proposed use is less than 15 acres, a decision by the <br /> Leeward Planning Commission would be required. <br /> It should be noted that the coastal portion of the subject property is situated within <br /> the Conservation district. Over time, the Applicant has received permits from the <br /> State DLNR for repair and replacement of cattle fences. <br /> B. County General Plan <br /> The County General Plan Land Use Pattern Allocation Guide ("LUPAG") map <br /> designates most of the site Important Agricultural Land. This designation refers to <br /> land that have "better potential for sustained high agricultural yields because of soil <br /> type, climate, topography, or other factors." Because the proposed amendment will <br /> not result in the reduction of any currently cultivated land, the requested Amendment <br /> would not be inconsistent with the General Plan LUPAG designation. <br /> The request is consistent with the following goals, policies, and standards of the <br /> General Plan: <br /> Economic Element <br /> • Economic development and improvement shall be in balance with the physical <br /> and social environments <br /> • The County shall provide an economic environment which allows new, expanded, <br /> or improved economic opportunities that are compatible with the County's natural <br /> and social environment <br /> • The County shall strive for diversification of its economy by strengthening <br /> existing industries and attracting new endeavors <br /> Land Use Element <br /> • Designate and allocate land use in appropriate proportions and mix and in <br /> keeping with the social, cultural, and physical environments of the County <br /> • Protect and encourage the intensive utilization of the County's important <br /> agricultural lands <br /> • The County shall encourage the development and maintenance of <br /> communities meeting the needs of its residents in balance with the physical and <br /> social environment <br /> Natural Resources Element (Goals and Policies) <br /> • Protect and preserve forest, water, natural, and scientific resources and open <br /> areas. <br /> • Ensure that alterations to existing landforms and vegetation, except crops, and <br /> construction of structures cause minimum adverse effect to water resources, and <br /> 7 <br />
