Specifically, SHPD indicated that at least one, if not all three Japanese <br />homestead sites identified in the AIS needed to be preserved in place and undergo <br />interpretation with public access to the sites. Finally, SHPD required additional research <br />to determine whether components of long -low mounded walls in the northwest part of the <br />project site had prehistoric elements which would help inform the chronology of the <br />upper spread of the Kona Field System. Conditions of approval of the subject ordinances <br />require an archaeological mitigation plan consisting of an archaeological data recovery <br />plan and a detailed interim protection preservation plan for sites that the AIS required for <br />each treatment prior to submitting plans for subdivision review (note that the three sites <br />slated for preservation are situated within what is now TMK 8-2-012:012). In addition, <br />the ordinance requires the development of a detailed map of known lava tube/cave <br />systems in the project area and mitigation measures to ensure that the golf course and <br />related drainage system would not harm the same. While the repeal of the subject change <br />of zone ordinances will delete these conditions, any subsequent subdivision or significant <br />land alteration will be subject to HRS 6E-42 review and additional studies/mitigation <br />may be required. <br />23. Cultural or Native Gathering Rights: No known traditional and customary Native <br />Hawaiian rights are being practiced on the site. <br />24. Public Access: There is no known designated public access to the mountains or ocean <br />through the subject properties. <br />PUBLIC FACILITIES AND SERVICES <br />25. Access: Access to the makai most property (TMK 8-2-012:014) is from Koa Road which <br />turns into Greenwell Mountain Road, a private, single -lane, paved road with 8 to10-foot- <br />wide pavement within a 60-foot road lot. Within the project area are a series of farm and <br />ranch roads with varying widths and surfaces. Conditions of the subject change of zone <br />ordinances required the original applicant to conduct significant roadway infrastructure <br />improvements to accommodate the originally proposed development. While repealing the <br />subject change of zone ordinances would allow the current landowners relief from this <br />condition, roadway standards for any subsequent subdivision or development of the <br />properties would need to meet the requirements of the County Code. <br />26. Water: Only TMK 8-2-012:014 is serviced by County water. Condition B of the <br />
