The area involved consists of 29 existing lots within the Champion Ridge at <br />Mauna Lani Subdivision, Mauna Lani Resort, Waikoloa, South Kohala, Hawaii, TMK: 6-8-27:1, <br />3-7, 9-12, 16-27 and 29-35. <br />Mr. Hayashi oriented the Commissioners and public of the subject and surrounding properties on <br />the location map and site plan, summarized the request, and noted the Planning Director <br />recommended approval of the application with conditions. <br />The applicantÓs representative Stephen Lim, Mauna Lani Homeowners AssociationÓs past <br />president Stan Czerwinski and current president Ben McAllister, and Classic Resort <br />Management Co.Ós representative Arlene Crane were in attendance. <br />Mr. Lim stated he did receive and had no objections or corrections to the Planning DepartmentÓs <br />Background Report and Recommendation. <br />In response to Commissioner GrahamÓs inquiries, Mr. Lim said the roads leading to the subject <br />area are substandard private roads; and if they were to dedicate the roads to the County, it would <br />have to be improved to County standards. <br />Upon Mr. YuenÓs inquiry, Mr. Lim explained that when they first contemplated the zoning they <br />thought multi-family-3,000 was going to be best for the project; however, as it turns out people <br />wanted more single family lots ranging in size from 20,000 to 30,000 square feet, noting the <br />CCRs will state that each lot will be limited to one single family dwelling. He added that the <br />first goal was to conform the zoning to the actual use so that the property owners who <br />participated in this proceeding could benefit from real property tax savings of approximately <br />$400 a year in real property taxes if they have a vacant lot or approximately $1,000 a year if they <br />have a house that is not occupied as an owner/occupant, noting the real propety tax value <br />remains the same if they are the owner/occupant. <br />Mr. Hayashi, at this time, made a change to page 4 of the recommendation and accompanying <br />ordinance by changing ÐSection 25-8-7Ñ to ÐSection 25-8-13.Ñ <br />There was no one from the public wishing to testify on this agen <br />It was moved by Commissioner Kubota and seconded by Commissioner Fujikawa to send a <br />favorable recommendation to the County Council based on and incorporating the Planning <br />DirectionÓs recommendation, with the amendments to page 4 of the recommendation, last <br />paragraph, along with the accompanying ordinance, by changing ÐSection 25-8-7Ñ to ÐSection <br />25-8-13.Ñ A roll call vote was taken and motion carried with eight ayes (Kubota, Fujikawa, <br />Graham, McCall, Mina, Springer, Thibadeau and Galdones) and one absent and excused (Smith). <br />2 <br /> <br />
