“The General Plan designation for this area is Urban Expansion, which allows for a <br />mix of high density, medium density, low density, industrial and/or open designations in <br />areas where new settlement pattern and mix of uses have not yet been determined. The <br />proposed use is consistent with the intent of the General Plan designation. <br />“The proposed cremation operation would complement the following policies of the <br />General Plan: <br />“Economic Element <br />Economic development and improvements shall be in balance with the <br />physical and social environments of the island of Hawaii. <br />The County shall provide an economic environment which allows new, <br />expanded, or improved economic opportunities that are compatible with <br />the County’s natural and social environment. <br />“Land Use Element <br />The development of commercial facilities should be designated to fit into <br />the locale with minimal intrusion while providing the desired services. <br />The County shall encourage the development and maintenance of <br />communities meeting the needs of its residents in balance with the <br />physical and social environment. <br />“At this time, only Dodo Mortuary and Homelani Memorial Park cremate human <br />remains on the Big Island. There is only one pet cremation facility, which is located in <br />Keaau. All these sites are in East Hawaii. Presently, there are no facilities located in <br />West Hawaii. A cremation service in West Hawaii will benefit the residents on the west <br />side of the island by saving them time and money by decreasing delays and lowering <br />transportation costs. <br />“Thus, the proposed cremation operation will be consistent with the intent of the <br />Zoning Code for this district, with the General Plan designation, and in keeping with the <br />policies of the General Plan. <br />“The granting of the proposed use shall not be materially detrimental to the public <br />welfare nor cause substantial, adverse impact to the community’s character or to <br />surrounding properties. <br />“The crematories to be purchased (Exhibits 1 & 2) must pass stringent <br />environmental standards in order to be approved for use in the State of Hawaii -.” <br />Should I go through all the exhibits at the end?
