WATANABE: Yes, Ms Siracusa. <br />SIRACUSA: When you said that this, maybe it should have been spelled out <br />more clearly in the plan. Would it be found in the working group papers then? <br />BROWN: That’s exactly right. And the plan does make reference. There is a <br />sentence or two in there that says in the lack of clarity or understanding as to what the <br />plan’s intent is, is to refer you directly to the working papers. I personally have come to <br />realize that maybe I was a little bit too close to the development of this thing; and the <br />areas of confusion that a lot of people are experiencing with this didn’t hit me until we <br />started going through this adoption process.And we are working with the consultant to <br />maybe provide some clarification language that will be actually forwarded on to the <br />County Council because they’re the ones that -. It’s too late to get it to you folks here, <br />but we’re going to get something to them that will enhance the intent and clarify exactly <br />what the plan is calling for. I mean -. <br />OLSON: I’d like to address your question as to whether this should be <br />adopted by ordinance or by resolution. <br />SIRACUSA: Before you do, could I just address the last comment that Larry <br />made, if you don’t mind. <br />OLSON: Certainly. <br />WATANABE: Okay. <br />SIRACUSA: And that is if our recommendation to the Council included asking <br />that the working group papers be included as an appendix for the purposes of <br />information, establishing intent and establishing guidance on how to interpret it, would <br />you feel that that would do the job of making those clear? <br />BROWN: The plan already says it. <br />WATANABE: Yes, Mr. Olson? Go ahead. <br />OLSON: Okay. I mean, the short answer is that if it is only adopted by <br />resolution then you’re going to go on here at the Planning Commission with these special <br />use permits trying to fix Puna one acre at a time. That’s what’s going to happen. <br />Because a resolution will not have the force of law, and they will just continue to <br />inundate you with the special use permits; and there will be no oversight, I mean, you <br />know, I’m amazed at the time you people put in already. I mean, and this is just -. I <br />mean that was one acre. So we’re going to have to do something. We’re going to have <br />to grab on somewhere and start the process and, get out there. Believe me we struggled <br />greatly with, you know, what to put in and what to leave out, the things that we felt <br />needed to be addressed before other things.And those are the kinds of decisions that we <br />made and you’ll see in the document.
