The site does not have any known archaeological sites, and <br /> earlier, the State Historic Preservation Division concluded that <br /> no historic properties would be affected. The site has been fully <br /> improved in the past. However, if there are any inadvertent <br /> finds, work will cease and resume only after proper clearances <br /> from the State and/or County have been received. <br /> Being partially disturbed and within a quasi ruralfurban area, the <br /> prospects of the site serving as a habitat for rare or endangered <br /> plant or animal life appear remote_ <br /> The Plan also emphasizes that developments be mindful of an <br /> area's natural beauty. In this situation, the project has been <br /> used in a manner where it blends with the existing terrain. <br /> As the project site is more than three (3) miles from the ocean, <br /> the usual coastal resources concern is not pronounced. There <br /> will be no interference with shoreline access. Then, too, <br /> through the use of septic system or other acceptable form of <br /> wastewater system, impacts to the coastal water will be <br /> minimized. <br /> There will be little impact to public facilities. The wastewater <br /> system will be private. The water system to each of the three <br /> (3) lots was constructed in a manner meeting with the <br /> requirements of the Department of Water Supply. Road <br /> improvements within each of the three (3) sites will be <br /> constructed by the applicant or developer. The private road <br /> leading to the site was approved by the County through the <br /> subdivision approval process. Schools and other public facilities <br /> are also located proximate to the site, most of them being less <br /> than five (5) miles away. <br /> In terms of the Land Use, Economic, and Agricultural <br /> elements, the pertinent goals, policies, and standards of the <br /> General Plan note the following: <br /> • designate and allocate land uses in appropriate proportions <br /> and mix and in keeping with the social, cultural and physical <br /> environments of the County <br /> • Protect and encourage the intensive utilization of the <br /> County's limited prime agricultural land <br /> • The County shall encourage the development and <br /> maintenance of communities meeting the needs of its <br /> 6 <br />
