color would match the existing metal roll-up doors, and that one of the French doors <br />would be used for the main entrance, which currently has a metal roll-up door. <br />The applicant, Peter Piper, was present, and addressed the concern about the look of the <br />proposed doors, saying that the existing design feature above the doors, as well as the <br />wooden frames, would remain, and that the louver-like paintwork would also soften the <br />metal look. He noted that the dining patio is about two feet higher than the road, and also <br />with the approved 42-inch high railing around the patio, the roll-up doors would not be <br />totally visible; however, he agreed to the Commissioners’ suggestion that some potted <br />plants would improve the appearance. <br />In response to Mr. Piper’s question, Ms. Newlon said that no SMA Use Permit is <br />necessary for the replacement of the doors. <br />It was moved by Commissioner Herbert, and seconded by Commissioner Bleck, to <br />recommend to the Planning Director the approval of the proposed project as submitted. <br />A roll call vote was taken and the motion carried with four ayes (Herbert, Bleck, Ross <br />and Saito) and three absent and excused (Au Hoy, Harris-Glade and Kern). <br />Commissioner Ogin abstained due to his involvement as the property manager. <br />2.Design review of a proposed redesign of a roof of a restaurant as part of a previously <br />approved commercial development including restaurant and retail establishments. <br />Applicant: Relo Development. Land Owner: Prime A. Investments, LLC. TMK: 7-5- <br />004:031. Located along the south side of Henry Street at the intersection with Kuakini <br />Highway, Kailua-Kona, Hawai‘i. <br />Ms. Newlon oriented the Commissioners regarding the subject and surrounding <br />properties on the location map, and described the proposed project with some background <br />information. She said that the applicant is requesting the Commission’s favorable <br />recommendation on the modified roof design for Building C, which would replace a large <br />portion of the previously approved mansard style room with a parapet style roof. She <br />noted that the parapet style roof is not recommended according to the architectural <br />guidelines of the Master Plan for Kailua-Kona because of its flat appearance. In response <br />to Commissioner Herbert’s question, she said that the modification was made for <br />economic reasons. <br />The applicant’s representatives, Jim Perry, Terry Dunlap and John McCauley, were <br />present. Mr. Dunlap pointed out that the high retaining wall on the east side would <br />conceal most of the flat surface, and that the new design would make the elevation of the <br />tenant’s sign in compliance. <br />Chair Coats and Commissioners Saito and Herbert spoke in support of the new design, <br />saying that it breaks up the original wrap-around metal roof design. Commissioner Bleck <br />felt that the original design is more interesting, but agreed that the new design provides a <br />better location for the tenant’s signage. <br />2 <br /> <br />
