3.Design review of a proposed pavilion for meeting and gathering at the Church of Jesus <br />Christ of Latter-Day Saints. Applicant: Jon G. Pharis of Pharis and Associates Inc. Land <br />Owner: Church of Jesus Christ of Latter-Day Saints. TMK: 7-5-003:022-0001. Located <br />at 75-230 Kalani Road, Kailua-Kona, HawaiÒi, at the east end of Kalani Road, adjacent to <br />Queen KaÒahumanu Highway. <br /> <br />Ms. Newlon oriented the Commissioners regarding the subject and surrounding <br />properties on the location map, and described the proposed project. <br /> <br />The applicant, Jon Pharis, was in attendance. <br /> <br />The Commissioners confirmed with Mr. Pharis that the proposed materials and colors are <br />as close a match to the existing church as they can find. <br /> <br />It was moved by Commissioner Herbert, and seconded by Commissioner Ogin, to <br />recommend to the Planning Director the approval of the proposed project as submitted. <br />A roll call vote was taken and the motion carried with six ayes (Herbert, Ogin, Au Hoy, <br />Bleck, Kern and Ross) and two absent and excused (Harris-Glade and Saito). <br /> <br />4.Design review of proposed phase II campus expansion at University of the Nations; <br />including a chapel, cafeteria, classroom building, faculty housing, student housing, <br />resource center, library, and a multi-purpose building. Applicant: Chong Ho Won of <br />University of the Nations. Land Owner: Pacific-Asia Christian U <br />010:003. Located at 75-5851 Kuakini Highway, Kailua-Kona, HawaiÒi, approximately  <br />mile south of the intersection of Huallai Road and Kuakini Highway. <br /> <br />Ms. Newlon oriented the Commissioners regarding the subject and surrounding <br />properties on the location map, and described the proposed project with some background <br />information. She discussed her review of the project against the guidelines of the Master <br />Plan for Kailua-Kona, as well as the parking and landscaping requirements, and <br />concluded that the project appears to be in compliance as proposed. <br /> <br />The applicant, Chong Ho Won, the landscape architect, Stan Jarrell, the civil engineer, <br />Warren Israelson, and the project manager, Ken Fish, were in attendance. In response to <br />the CommissionersÓ inquiries, they made a presentation especially on the color scheme, <br />saying that using different colors from the all-brown buildings <br />identity to the new buildings in the growing campus; all colors were selected from the <br />Benjamin Moore Historical paint palette recommended for the Kail <br />District. They also explained that the detention pond shown on the plans is a mitigation <br />measure to detain runoff that might cause flooding. They assured the Commissioners that <br />there will be windows on the three-story high walls of the faculty housing, which are <br />shown without any design components on the drawing. <br /> <br />Commissioner Ross stated that he will abstain because of his longtime involvement with <br />the subject property; he was excused by the Chair. <br /> <br />3 <br /> <br />
