Merit Appeals Board August 30, 2022 <br />CHR. CABANAS: July 1st of this year? <br />MR. LEOPOLDINO: Yes-2021—well, a couple of them are 2021. A bunch of them are just <br />lump sums. And then, couple others are July 1st of this year. Not as bad as the previous years <br />where we've had significant retro pay adjustments. So <br />MS. MATHEWS: May I ask a question? Could you explainactually, I think everybody <br />well, maybe Kate doesn't know but is payroll done in-house and are these adjustments done by <br />category and the computer, very nicely, just shovels it in or does each person have to have their <br />payroll adjusted by a human? <br />MR. LEOPOLDINO: So, the short answer isour system is so antiquated—well, Number 1. <br />Payroll is handled with finance, however, HR does the processing and all the data. We do that <br />through our Form 13 or our Personnel Action Form—and, that is, essentially, manual. We have <br />to ensure that step movement dates are correct and this is all done manually. <br />And this is—it's a very tedious process. So, I really applaud the staff for taking all that time to <br />doing all of that. So, the light is—we're working with finance on a new system soon. So, that's <br />where we're at. <br />CHR. CABANAS: A new vendor? <br />MR. LEOPOLDINO: Yes. <br />CHR. CABANAS: That's going to go—what—with an RFP? <br />MR. LEOPOLDINO: Yes. I think they're working on that right now. <br />CHR. CABANAS: Just for payroll or personnel as well? <br />MR. LEOPOLDINO: It'll be personnel as well. <br />CHR. CABANAS: Oh, great. <br />MR. LEOPOLDINO: So, the FRESH system, I believe, is going to be updated. <br />CHR. CABANAS: Oh, great. <br />MR. LEOPOLDINO: Yeah. <br />CHR. CABANAS: Yeah. Just for my own knowledge, I mean, the manager for this division <br />she is very steadfast. She's meticulous. They—she trains the staff to check everythingdates, <br />salaries, the legal authority—everything has to be correct before that thing is—before that <br />particular form of that one employee is processed.
