Merit Appeals Board <br />August 30, 2022 <br />MR. LEOPOLDINO: who's there and the newest—one of the newest employees. The other <br />two senior employees <br />CHR. CABANAS: Are out. <br />MR. LEOPOLDINO: Yes. <br />CHR. CABANAS: Wow. Okay. <br />MR. LEOPOLDINO: And that's, actually, not common in our department that's been going on <br />pretty— <br />CHR. CABANAS: No, it's not. <br />MR. LEOPOLDINO: Yes. <br />CHR. CABANAS: Yeah. That's, actually, rare. So, how are they managing with just two <br />because that's— <br />MR. LEOPOLDINO: It's a lot overtime and part of my report is they're currently doing pay <br />increases due to the recent contract negotiations. So, the two employees—our Division Head, <br />DeeAnn, and one of the newer employers are working a lot of overtime. And the other <br />divisions those who have experience in transactions has offered help, including our recruitment <br />staff, which as you all know, they're also working very hard. <br />So, our department is very busy at this time. So—we're trying to manage. <br />CHR. CABANAS: Okay, that's good. Because—yeah—because for this division they process <br />all the payroll, personnel action forms—it's called the Form 13s, and they also process the pay <br />adjustments—so without that being completed timely, it affects employees' wages. <br />MR. LEOPOLDINO: And just to add more context—so, BU's 2, 3, 4, 11, and 13 have been <br />approved by all legislative bodies statewide. So, step movements, pay increases, and lump sums <br />all have to be now processed—and with the two employees that I had mentioned. <br />I do want to say that the third employee has just gotten back so, at this point, they're still <br />working overtime but it's they're in catch-up mode. And then, immediately following these <br />bargaining units, we have 12 and 15 that are up for approval by all legislative bodies. So, that- <br />12 <br />hat12 is police officers—so that's a big unit. And so, there'll be a lot of work immediately <br />following this group they're currently working with. <br />CHR. CABANAS: So, the mass pay adjustments are retro to what date, Waylen? Is it July or <br />MR. LEOPOLDINO: Yes, it's July 1st <br />Page 9 <br />
