Merit Appeals Board August 30, 2022 <br />MR. KUNZ: Aye. <br />CHR. CABANAS: Gabriella—aye. <br />Four ayes to table the Cost of Government Commission, especially the 10 questions that's <br />included in their July 18'', 2022, letter to the Merit Appeals Board. We will return to it after the <br />director's report. <br />So, Waylen, could you kindly approach the dais and you can start with your MAB quarterly <br />reports for the months April through June 2022. <br />(At this time, Mr. Waylen L. K. Leopoldino, Director, Human Resources Department, <br />came forward.) <br />MAB Quarterly Reports: April – June 2022; And MAB Monthly Divisional Activity <br />Report – August 2022 (Executive Session: The Merit Appeals Board Anticipates <br />Convening One Or More Executive Meetings Regarding The Above Matters, Pursuant To <br />HRS Sections 92-4 And 92-5(a)(4), For The Purpose Of Consulting With The Board's <br />Attorney On Questions And Issues Pertaining To The Board's Powers, Duties, Privileges, <br />Immunities, And Liabilities. A 2/3 Vote Pursuant To HRS Section 92-4 Is Necessary To <br />Hold An Executive Meeting) <br />MR. LEOPOLDINO: Good morning, Chair Cabanas, and members of the Merit Appeals Board. <br />Thank you for the consideration in moving my director's report forward. <br />MAB Quarterly Reports: April – June 2022 <br />MR. LEOPOLDINO: The first item is our quarterly reports, April through June 2022. Did the <br />Board have any questions? <br />CHR. CABANAS: So, I have one—well, I have a couple of questions. So, for "Administrative <br />Services Division" they didn't do any department audits for the fourth quarter because of <br />COVID-19 and training of new staff. <br />So, are they fully staffed now? <br />MR. LEOPOLDINO: That question, the answer is they are fully staffed, however, they are <br />short-staffed right now due to some reasons I can't bring up in the meeting. But they are very <br />short-staffed right now. The positions are filled though. <br />CHR. CABANAS: And how many are not <br />MR. LEOPOLDINO: So, we have the division head— <br />CHR.
