Natural Beauty: <br /> Goals: <br /> (a) Protect,preserve and enhance the quality of areas endowed with natural beauty, <br /> including the quality of coastal scenic resources. <br /> (c) Maximize opportunities for present and future generations to appreciate and enjoy <br /> natural and scenic beauty. <br /> Discussion: <br /> The subject parcel will be developed with restraint as to coastal impacts. The Applicant <br /> supports a conservative approach to the conservation of natural resources. <br /> Natural Resources and Shoreline: <br /> Policies: <br /> (a) Require users of natural resources to conduct their activities in a manner that avoids <br /> or minimizes adverse effects on the environment. <br /> (c) Maintain the shoreline for recreational, cultural, educational, and/or scientific uses in <br /> a manner that is protective of resources and is of the maximum benefit to the general <br /> public. <br /> Discussion: <br /> The Applicant supports a conservative approach to the conservation of natural resources. <br /> Guidelines for Approval <br /> (1) All development in the special management area shall be subject to reasonable terms and <br /> conditions set by the authority in order to ensure: <br /> (A) Adequate access, by dedication or other means, to publicly owned or used beaches, <br /> recreation areas, and natural reserves is provided to the extent consistent with sound <br /> conservation principles; <br /> (B) Adequate and properly located public recreation areas and wildlife preserves are <br /> reserved; <br /> (C) Provisions are made for solid and liquid waste treatment, disposition, and <br /> management which will minimize adverse effects upon special management area <br /> resources; and <br /> (D) Alterations to existing land forms and vegetation, except crops, and construction of <br /> structures shall cause minimum adverse effect to water resources and scenic and <br /> recreational amenities and minimum danger of floods, wind damage, storm surge, <br /> landslides, erosion, siltation, or failure in the event of an earthquake. <br /> Discussion: <br /> (A)There has historically been no shoreline access through this parcel. That will continue. The <br /> adjacent property to the south is owned the County of Hawaii and offers shoreline access. <br /> Additionally the State of Hawaii owns a narrow parcel that separates this property and <br /> adjacent properties to the north from the shoreline. Presumably these county and state <br /> owned properties offer public shoreline access. <br /> (B)Laupahoehoe Beach Park is 10 minutes away by car. <br /> 5 <br />
