Commissioners require the applicant to create an Improvement District that existing <br />homeowners would agree to and other zoning change applicants would be required to <br />participate in? <br />I have heard the Commissioners express their frustration with this development/ <br />infrastructure dilemma before, and the County wants the developer to provide for the <br />improvements as a part of development, and to the affected public, the improvements <br />should be in place before the development. Why this disconnect? Because all too often <br />promised eventual improvements become unlikely. So, to us, the remedy is deny the <br />zone change until the infrastructure is in place. To some that may sound like a <br />government advocacy of a building moratorium, but of course it isnt. Any applicant is <br />welcome to build as zoned. If an applicant is dissatisfied with that result, that applicant is <br />welcome to join the battle for infrastructure improvements. Just a few dissatisfied <br />applicants could create a whole new class of people demanding infrastructure <br />improvements,andinfactthisgroupmayhavemoreofaneffectoninfrastructure <br />development than apparently limited, the limited effect the current groups have. This <br />application may well conform to all of the various planning documents for West Hawaii, <br />but all of those documents plan for new infrastructure to support new development. <br />Whether the County or the developer provides these improvements, the eventual <br />improvements do no good. They need to be assured prior to an applications approval. <br />With regards to infrastructure specifically related to this zoning and the mitigation thatll <br />be necessary, if the application is approved, I would like the Commissioners all to see <br />these photos. Would you care to look at the photos Ive taken of the road? <br />FUJIKAWA:What did you say? Use the mike. <br />MACISAAC:Im sorry. Would you care to look at the photos Ive taken of the <br />existing Church of God Road? Could I pass them out or -? <br />FUJIKAWA:Yeah, you can hand them over to the staff in the meantime. <br />MACISAAC:Sure. <br />FUJIKAWA:Are you done with your testimony? <br />MACISAAC:No, I have some more. Thank you. These are just photos of the <br />conditions of the roadway. Ive labeled those photos with what I think are pertinent <br />identification markers. Ill continue with my testimony. <br />This is the driveway, at this point, for 20 to 25 residences. Please note the broken <br />concrete, take note of the narrowness, both stonewalls on private property, and the power <br />poles are in the road right-of-way. Notice also the private waterlines that run on the <br />stonewall. These are the conditions the neighborhood will be left dealing with when you <br />consider this letter from the County to the neighborhood. If I could get you to look at this <br />letter, also.
