So they€re here. So if any of them would <br />like to testify I€m quite sure the process, you know, we try to tell them this is how it needs to be <br />done. But they€re basically here,you know, to see and know that there is such an animal as the <br />Planning Commission and County Council; and so that they as native Hawaiian children are able <br />to move into the process in the future. Thank you. <br />WATANABE:Okay, fine, thank you. I noticed where you€ve also signed up to testify on <br />this issue. Thank you. Mr. Darrow. <br />DARROW:Thank you, Mr. Chairman. The next item on the agenda is a request for a <br />special management area use permit. This is located in the South Hilo district of Hawaii. More <br />specifically, we€re looking at the Keaukaha area. Just for reference, this is Kalanianaole Street <br />runninginanease-westdirection.WehaveApapaneStreetwhichrunsparallelwith <br />Kalanianaole. And the blue dot is the location of this subject application. We also have, this <br />particular application is within the area of Onekahakaha Beach Park. This would be the entrance <br />road located just to the east of the application. <br />This particular application involves two properties, so you have a larger property and a smaller <br />property, both equaling 1.44 acres in size. The applicant in this case, Pacific Island Investments, <br />LLC is requesting a special management area use permit to allow the construction of 12 <br />condominium units. The applicant has submitted several site plans, elevation plans. This was <br />the view from Apapane Street. This is the view from Kalanianaole Avenue. And then we have <br />an overall site plan. This is Kalanianaole Streeet and we have Apapane Street on the lower <br />portion of the map. The applicant is proposing to construct two triplexes; and these will be <br />accessed off of Apapane Street. We do have the particular accesses identified here and the <br />proposed structure layouts identified in these particular areas. Additionally we have two duplex <br />structures and two single unit structures that will be on the Kalanianaole side and accessed from <br />that street. We have the proposed layouts for the access from Kalanianaole. Again, for <br />reference, this would be the north side of the property. We do have Arnott€s lodge, you might be <br />familiar with that, and also the Alii Kai Condominium units on the other side. Between the <br />condominium units and this particular property there is a paper road undeveloped that is <br />identified as Hapai Avenue. The applicant is also proposing related improvements such as <br />landscaping and so forth. <br />The Planning Director is recommending that the Planning Commission approve this application. <br />Just for reference since we€ve distributed this particular application we have had several <br />submittals. We€ve had a comment letter from the Department of Water Supply, and a response <br />letter from the applicant in regards to that comment letter. Additionally this morning we have <br />received several letters of support; and these should have been passed out to the Commissioners. <br />Lastly conditions to mention to the Commissioners, because this particular application involves <br />two properties, as a condition of approval we€re asking that the applicant consolidate these two <br />properties, that€s Condition No. 2. Additionally, because this particular property is located <br />within the Flood Zone A, E and VE, Condition 4 states that the plans shall identify the lowest <br />habitable floor elevated to 18 feet above mean sea level for all habitable structures.
