Motion made by Bob Ward to allow Chair to draft a letter of response to the Cost of <br /> <br />nd <br />Government Commission that incorporates the discussion comments, 2 by Marni Herkes. <br /> <br /> <br />Unanimous approval given. <br /> <br />4. KCDP Implementation. <br /> <br /> <br />Status of the VDG - . The SmartCode project that we have been working on using the <br /> <br />Civic center and surrounding Honokohau village development as a pilot project is <br /> <br />moving forward. Corporation Counsel has determined that the code and accompanying <br /> <br />master plan for Honokohau Village developed through the community design and <br /> <br />charrette process we did in October 2009 need only be approved by the Kona CDP <br />Action Committee and it will be available for use by the property owners surrounding the <br /> civic center. This will allow those landowners the ability to create a village that is in <br /> <br />tune with the desires and goals set forth in the Kona CDP. The KCDP AC will be <br />reviewing the VDG next month (October) and the following month (November). <br />5. Financial Plan <br /> <br /> <br />Ken Melrose provided an update on the discussions held recently with Dave Freudenberger. <br /> <br />They have incorporating the TOD information into the growth model and are set to proceed. <br /> <br />6. Sub-Committee Reports <br /> <br />Outreach <br />Will provide an update in November <br /> <br />Economic Development <br /> <br />Will invite Don Goo to make a presentation on his paradigm shift for tourism and <br /> <br /> <br />economic development document. <br /> <br /> <br /> <br />nd <br />Motion made by Bo Kahui and 2 by Bob Ward to have the Chair sign a letter of support <br /> <br /> <br />for the Kona Heritage Mamalahoa Highway Scenic By-way Program grant application. <br /> <br /> <br /> <br />Unanimous approval given. <br /> <br /> <br />Land Use, Environmental & Cultural Resources <br /> <br /> <br />Janice Palma-Glennie made a motion to forward the land-use sub-committee reports to <br /> <br /> <br />nd <br /> <br />the Planning Division for consideration and Bob 2. Unanimous approval given. <br /> <br />Transportation and Public Facilities <br />nd <br />Marni Herkes motioned and Bo Kahui 2 to have the Chair draft a letter of support to the <br /> <br /> <br />State’s Department of Transportation for the improvement of the intersection to include a <br /> <br /> <br /> <br />full cross at Kaiminani and Queen Kaahumanu that would support the master plan’s <br /> <br /> <br /> <br /> <br /> <br /> <br />secondary entrance into the airport and the primary entrance into NELHA that promotes <br />the broader circulation and NELHA. <br /> <br /> <br /> <br /> <br />5.
