The Action Committee <br /> <br />supports the implementation of the makai Frontage Road, which is shown on the Official <br /> <br /> <br />Transportation map Fig 4-2a and included in the KCDP in Policy Tran-1.5, with appropriate <br /> <br />Action Tran -1.5a emphasizing this coordination. With the completion of shoreline park <br /> <br /> <br />improvements and subsequent dedication to the County, the State Department of Transportation <br /> <br />current design consideration for right in/out turn motions only at the Hulikoa intersection with U <br /> <br />turns at Hina Lani and Kaiminani would provide inefficient access to this long standing and high <br /> <br />public use shoreline, which is a critical core component of the goals of the KCDP. Bo Kahui <br /> <br />moved to approve the motion and Bob Ward seconded. All approved. Bob Ward volunteered to <br /> <br />assist the chair in drafting the letter. <br /> <br />2. Financial Plan <br /> <br />The Action Committee reviewed and discussed the (3) three possible scenarios of the <br /> <br /> <br />implementation of the Financial Plan. The Action Committee supports the scenarios proposed <br /> <br />but would like to proposed the following suggestions were made to modify the scenarios: <br /> <br /> <br />Scenario One: Roads/Transit propose a #4 Laaloa Avenue (mauka/makai connection) and <br /> <br />asking for clarification of proposed project identified as Ali‘i Parkway Phase I; Sewer: <br /> <br />clarify that there will not be an impact on the Kealakehe WWTP. <br /> <br />Scenario Two: Roads/Transit #1 AK should include Phase I & II to take the project to <br /> <br />Hina Lani; add in that the Kuakini Ext is (Makaala Blvd – Kealakehe Parkway); the <br /> <br />TODs should be modified to identify Keahuolu as Keahuolu/Villages of Laiopua <br /> <br />Scenario Three: Roads/Transit #1 AK should include Phase II, III (Hina Lani to <br /> <br />Kaiminani) & IV, (Kaiminani to University Drive) <br /> <br /> <br />3. Sub-Committee Reports <br /> <br />Outreach <br /> <br /> <br />Mike Matsukawa as spoken to the farmers groups regarding the KCDP. <br /> <br />Website has all information posted (the minutes and agendas have been posted in both <br /> <br />the boards and commissions site and the hcrc site) <br /> <br />Request to put the KCDP website on the letterhead (letterhead will be modified once the <br /> <br />new website under the Planning Department has been set) <br /> <br />Economic Development <br /> <br />st <br />The University has the funding in place for the 1 phase of the access road that will go <br /> <br />from Kaiminani to University. <br /> <br /> <br />The TMT telescope has received approval from the Board of Regents and has attracted <br /> <br />two additional partners (the Chinese and the Indians) <br /> <br /> <br />The Chinese were also interested in the efforts at NELHA <br /> <br />Possible agenda item for September, a presentation from Rockney Freitas on the status of <br /> <br />the University of Hawaii at Palamanui <br /> <br />tm;E <br /> <br /> <br />
