Hawaii Police Commission <br />Regular Session Minutes <br />April 21, 2023 <br />Page 9 <br />Commissioner Sur left the meeting at 1:36 p.m. <br />Vice Chair Toci agrees with Chair Robinson and recommends $191,413 for the chief <br />and $182,712 for the deputy chief. Commissioner Ing seconded. Chair Robinson stated <br />this would be keeping pace with inflation. The commission agreed to that amount. Ms. <br />Correa clarified and asked if they still want to recommend the two 5% increases. Chair <br />Robinson stated yes, they should recommend that to the Salary Commission. <br />Report from Vice Chair Toci regarding training she attended, Building Resilience in <br />First Responders. <br />Vice Chair Toci reported that on February 22nd she attended Building Resilience in First <br />Responders. There was a combination of police officers, park rangers, lifeguards, <br />firefighters, and personnel from Maui and Oahu. She explained that this training is <br />rarely given to first responders. The Trainer was Nick Turkovich, director at the First <br />Responders Support Network West Coast Trauma Center. He opened with suicide <br />statistics among first responders. She stated the high rate is alarming with first <br />responders on the job and retirees. She explained that she had personal matters she <br />had to attend to and apologized for not being able to stay the whole day, she tried to <br />stay as long as she could. The instructor wanted to make sure that departments focus <br />on wellness for first responders. She stated that Renee Godoy did a good job <br />coordinating this and expressed her gratitude to the chaplains who have an interest in <br />our first responders and for providing this training for them. <br />DCC Frenz stated the chief spoke earlier about wanting to record the meetings. It <br />seems very easy to do, but the commission needs to be aware of what they say, a <br />YouTube recording would be up for everyone to see. Chair Robinson stated due to the <br />sensitive material that they discuss here, he wouldn't want that out there for public <br />broadcast. DCC Frenz advised the commission that appearances matter; what you say, <br />how you say it, and decorum matters. She advised the commission to think this through <br />because if we go that route, it will be critical to make records. She further explained it is <br />open hearings, the chief could bring someone in to record it. Vice Chair Toci stated <br />she sees her point, this needs to be on the agenda and discussed further. <br />• Consideration and discussion regarding the formation of a committee to look at <br />recruitment and training. <br />Commissioner Quartararo feels the recruitment process needs to be reviewed. There's <br />so much detail they could get into and he believes they could help improve it. They're <br />missing out on the recruitment of well -experienced officers from other jurisdictions out <br />of state. Where he's from they had to revisit their general plan every five years. They <br />had a committee made up of 15-20 people from the public and two planning <br />commissioners, they didn't have to go through the regular process of calling it a <br />
