I'm concerned that if you look at this <br /> as assessing it against the SMA criteria of adverse effect, this would meet [Planning Commission <br /> Rule] 9-10(h)(2), which could curtail beneficial uses of the environment. So, for us in the <br /> community who are using this to access the ocean, which as you stated is 300 feet away, along <br /> what I consider a historic trail, Sarona Road, I see that there is a profound benefit to the <br /> community and to the coastal zone to having free parking for community members.
