WOODWARD: If I can swear you in. If youÓll raise your right hand. Do you swear or affirm to <br />tell the truth today before the Windward Planning Commission? <br />YAMAMOTO: I do. <br />MCELVANEY: I do. <br />WOODWARD: Okay, very good. If youÓll use the microphone. And before you begin your <br />testimony please give us your name and address. And, sir, would you like to begin? <br /> <br />YAMAMOTO: My name is Jerel Yamamoto. My office address is 187 Kapiolani Street, Hilo. <br />I am the attorney for HNMP. <br /> <br />WOODWARD: Okay. You may begin, if youÓd like. <br /> <br />YAMAMOTO: Basically weÓre here asking the Commission to approve the conditions, or <br />approve the request for a 5-year extension with the conditions as recommended by the Planning <br />Department. As indicated by the staff, the project is, at least the construction of the project is <br />almost done. The additional time will allow completion of the site improvements. The offsite <br />improvements are basically done except for additional things that are being worked on with the <br />Department of Transportation and the Department of Public Works. We ask that this project be <br />approved without any additional things being added on because basically the project is bringing <br />jobs to the Puna area, itÓs bringing construction to the Puna area, itÓs providing needed retail and <br />food service providers to the Puna area that doesnÓt already exist. It will allow Puna residents <br />the opportunity of avoiding having to travel to Hilo or to KeaÒato get similar services; and the <br />developer has been cooperating and working with required government agencies, has put in <br />appropriate mitigative measures, and has been very sensitive to issues in the community. So we <br />hope that the Commission will favorably act on the recommendation. ItÓs our hope that the <br />stores will open by the end of the year. <br /> <br />WOODWARD: Very good. Do we have any questions for Mr. Yamamoto. I have one. You <br />have, I assume youÓve received this recommendation and reviewed the conditions? <br />YAMAMOTO: Yes. <br />WOODWARD: Okay. Are the conditions as stated acceptable to you? <br /> <br />YAMAMOTO: I believe they are. <br /> <br />WOODWARD: Okay. All right, sir, if youÓll give us your name and address, and you may <br />begin your testimony. <br />MCELVANEY: Yes, yes. IÓm John McElvaney. My office address is 101 Aupuni Street, Suite <br />1001. IÓm the ownerÓs representative and the project management consultant.
