JOINT MEETING OF THE <br /> LEEWARD AND WINDWARD PLANNING COMMISSIONS <br /> COUNTY OF HAWAI`I <br /> MINUTES (DRAFT) <br /> APRIL 20, 2023 <br /> The Leeward and Windward Planning Commissions met in joint session at 9:38 a.m. via <br /> interactive conference technology, with Chairperson Barbara DeFranco presiding. The Leeward <br /> Planning Commission members participated from the West Hawaii Civic Center, Council <br /> Chambers, Building A, 74-5044 Ane Keohokalole Highway, Kailua-Kona, Hawaii, and the <br /> Windward Planning Commission members participated remotely. This meeting was streamed <br /> live on YouTube. <br /> LEEWARD COMMISSIONERS PRESENT: Barbara DeFranco, Zaheva Knowles, <br /> Clement Kanuha III, Mahina Paishon-Duarte, and Michael Vitousek <br /> WINDWARD COMMISSIONERS PRESENT: Dennis Lin, Louis Daniele III, Lauren Balog, <br /> John Cross, Wayne De Luz, and Chantel Perrin <br /> ABSENT AND EXCUSED: Michael Dela Cruz (Leeward) <br /> ALSO PRESENT IN THE COUNCIL CHAMBERS: Sinclair Salas-Ferguson, Esq. (Counsel to <br /> the Planning Commissions), Jean Campbell, Esq. (Counsel to the Planning Department), <br /> Zendo Kern (Planning Director), Maija Jackson (Planning Program Manager), Tracie-Lee <br /> Camero (Planner), Clinton Mercado (Planner), Alex Roy (Planner), Noriko Sauer(Leeward <br /> Planning Commission Secretary) <br /> ALSO PRESENT VIA ICT REMOTELY: Melissa Dacayanan-Salvador (Windward Planning <br /> Commission Secretary) and Janice Hata(Zoom host) <br /> A quorum was present. In accordance with Planning Commission Rule 1-5(f), Commissioner <br /> Vitousek moved that Leeward Chair DeFranco serve as the chairperson of this joint meeting. <br /> Commissioner Kanuha seconded the motion. Commissioner Vitousek said that he was of the <br /> opinion that it would be easier for Leeward Chair DeFranco to run the meeting since she was in <br /> the in-person location together with the rest of the Leeward Commissioners. There being no <br /> other discussions on the motion, a vote was taken by show of hands. The motion passed with all <br /> in favor, and thereby Windward Chair Lin became the first vice chairperson according to the <br /> aforementioned rule. <br /> Chair DeFranco called the meeting to order at 9:40 a.m. She introduced the Commissioners and <br /> staff members in attendance. Each of the six Windward Commissioners stated that no one else <br /> was in their remote locations. She described the meeting procedure and protocol for the <br /> participants to follow. <br /> 1 <br />
