STATEMENTS FROM THE PUBLIC ON AGENDA ITEMS <br /> At 9:46 a.m. Chair DeFranco opened the floor for public testimony. Ms. Cory Harden provided <br /> testimony via Zoom. Chair DeFranco closed public testimony at 9:50 a.m. [SEE TESTIMONY <br /> TRANSCRIPT EXHIBIT A] <br /> NEW BUSINESS <br /> 1. Proposed Amendments to Planning Commission Rule 8 and 9 <br /> Review and action of proposed amendments to County of Hawai`i's Planning Commission <br /> (PC) Rule 8 regarding the Shoreline Setback and PC Rule 9 regarding the Special <br /> Management Area(SMA) to conform with Act 16, which amended Chapter 205A, Hawaii <br /> Revised Statutes (HRS) regarding the Special Management Area and Shoreline Setbacks. <br /> The proposed amendments to PC Rule 8 and 9 seek to add sea level rise to the definition of <br /> coastal hazards, adds a definition of beach to enhance beach protection, restricts construction <br /> of shoreline hardening structures at sites with beaches, increases the minimum shoreline <br /> setback from 20 feet to 40 feet and includes the construction of a single-family residence on a <br /> shoreline parcel as "development". <br /> The Commissions took up this item at 9:50 a.m. <br /> Action: It was moved by Commissioner Vitousek and seconded by First Vice Chair Lin that the <br /> Commissions continue the hearing until the Planning Department can resubmit the requested <br /> amendments. A roll call vote was taken, and the motion carried with eleven ayes (Vitousek, Lin, <br /> Balog, Cross, Daniele, De Luz, Perrin, Kanuha, Knowles, Paishon-Duarte, and DeFranco), no <br /> noes, and one absent and excused (Dela Cruz). <br /> This hearing adjourned at 11:30 a.m. [SEE HEARING TRANSCRIPT EXHIBIT B] <br /> ADJOURNMENT <br /> It was moved by Commissioner Vitousek and seconded by Commissioner Kanuha that the <br /> meeting be adjourned.
