J►1►11►1H
To better understand the unmet needs of
Deaf survivors and to identify, explore, and
recommend strategies to reach more
survivors, Vera staff undertook a
comprehensive planning and development
process that consisted of: an assessment of
current services for Deaf survivors to
determine unmet need; activities to identify
a range of possible strategies to address
unmet needs; information synthesis and
program development to determine and
refine recommended strategies; and
consensus -building activities to
assess/generate support for proposed
strategies from key stakeholders. During this
process, Vera engaged a diverse group of
stakeholders, including individuals with
expertise in serving Deaf survivors of
domestic and sexual violence, people with
experience using technology and other
innovative strategies to close gaps in
services for crime survivors, and individuals
outside of the victim services field who
offered information on a range of relevant
areas including the provision of human
services online, technology, and legal
considerations. Vera completed the
following activities:
• reviewed 8 national hotline and virtual
service programs to better understand
approaches to marketing, service
provision, technology, and accessibility;
• made test calls to 9 national or state-
wide hotlines for survivors of crime
and/or individuals in crisis to assess their
accessibility and readiness to support
Deaf contactors;
• conducted in-depth interviews with the
current provider of the National Deaf
Domestic Violence Hotline;
04
