��J►1►11►1H <br />To better understand the unmet needs of <br />Deaf survivors and to identify, explore, and <br />recommend strategies to reach more <br />survivors, Vera staff undertook a <br />comprehensive planning and development <br />process that consisted of: an assessment of <br />current services for Deaf survivors to <br />determine unmet need; activities to identify <br />a range of possible strategies to address <br />unmet needs; information synthesis and <br />program development to determine and <br />refine recommended strategies; and <br />consensus -building activities to <br />assess/generate support for proposed <br />strategies from key stakeholders. During this <br />process, Vera engaged a diverse group of <br />stakeholders, including individuals with <br />expertise in serving Deaf survivors of <br />domestic and sexual violence, people with <br />experience using technology and other <br />innovative strategies to close gaps in <br />services for crime survivors, and individuals <br />outside of the victim services field who <br />offered information on a range of relevant <br />areas including the provision of human <br />services online, technology, and legal <br />considerations. Vera completed the <br />following activities: <br />• reviewed 8 national hotline and virtual <br />service programs to better understand <br />approaches to marketing, service <br />provision, technology, and accessibility; <br />• made test calls to 9 national or state- <br />wide hotlines for survivors of crime <br />and/or individuals in crisis to assess their <br />accessibility and readiness to support <br />Deaf contactors; <br />• conducted in-depth interviews with the <br />current provider of the National Deaf <br />Domestic Violence Hotline; <br />04 <br />
