COUNTY ENVIRONMENTAL REPORT <br /> IN SUPPORT OF CHANGE OF ZONE and SPECIAL MANAGEMENT AREA (SMA) <br /> USE PERMIT APPLICATION FOR <br /> DENNIS SCHMITZ <br /> Affecting Tax Map Key: (3) 3-9-001:024; `O`okala, Mano`waiale`e, North Hilo <br /> A. DETAILS OF PROPOSED USE/ DEVELOPMENT <br /> 1. Applicant's Request <br /> Landowner Dennis Schmitz ("Applicant") is requesting a change of zone for a 20.027- <br /> acre parcel from an Agricultural-20 acres (A-20a) to an Agricultural-5 acre (A-5a) zoning <br /> district in support of a proposed 4-lot subdivision with lot sizes at least 5 acres in size. <br /> A Special Management Area (SMA) Use Permit is also being sought to support this <br /> proposed development within County's SMA. <br /> 2. Location of Property <br /> The subject property is situated along the coastal section of `O`okala Village in the <br /> North Hilo District, which is located approximately 29 miles north of the City of Hilo <br /> along State Highway 19 (Hwy 19).
