Each application that we approve, <br />based on the merits of that single application may appear harmle <br />may have a cumulative effect, which I think that is what Commissioner Kubota has been <br />discussing with us, both at this time and previously in the meeting. The solution certainly <br />doesnÓt rest on a single subdivision or rezoning, approving or denial, but in the aggregate, <br />it does. ThatÓs my comment. <br />GALDONES:Further comments from the Commissioners? Then the Chair <br />would like to recommend, considering the discussion that is ongoing and the points that <br />were brought out, that I would recommend to the Commissioners that an unfavorable <br />recommendation be forward to the County Council; and the reasons stated would be <br />going into the record that, the comments that was made by Commissioner Kubota. And <br />itÓs not necessarily that we are entirely against it but the dilemma that we are faced with <br />is quite troublesome. Commissioner Kubota? <br />KUBOTA:Mr. Chairman, that was not my motion. That is not the motion that <br />I intended, as surprising as it may sound to you. I feel that the Applicant and the <br />application is a valid application in and of itself. Our staff did studies on it. Their Facts <br />and Findings support that. The only hitch is the traffic problem. I would like to instead <br />say in gist -. I would like to send a favorable recommendation to the County Council. <br />Because theyÓre the final authority on this, weÓre not. WeÓre just intermediary, weÓre just <br />making a recommendation to them. But we should highlight in red, red, red, red signals <br />the difficulty that weÓre facing at this level because of the mi <br />involved, mainly traffic. ThatÓs the gist that I wanted to send up to the Council. <br />GALDONES:In not so many words, would you like to incorporate that into a <br />motion? <br />KUBOTA:Yes, I would. I move that the Change of Zone Application <br />REZ 03-013, be sent to the County Council with a favorable recommendation, along with <br />the Findings and the Recommendations submitted to us by our Plan <br />with a correction on recommendation G, as in George, as stated by staff. Oh, along with, <br />another along with, a P.S. to the County Council that they look at, they seriously look at <br />the traffic, I guess itÓs called the problem, dilemma, that the <br />approvals will cause on this particular problem. I donÓt know if I said it correctly but <br />thatÓs what I mean. <br />FUJIKAWA:I second. <br />GALDONES:Okay, it has been moved by Commissioner Kubota and seconded <br />by Commissioner Fujikawa that Change of Zone Application, REZ 03-013, be given a <br />favorable recommendation for a Change of Zone and be forwarded t <br />Council, along with the Findings and the Recommendations and the amendments to <br />Item G, Condition Item G, and, also, with a note that the County Council seriously look <br />at the traffic problem out in this area. Are there any further discussions? Commissioner <br />Springer? <br />37 <br /> <br />
