whats the process? Since there are no conditions here, whats the process whereby <br />Commission, excuse me, conditions would be imposed? I mean, would the Department <br />want to make some standard ones that always seem to go on these applications in <br />addition to anything that the Commission might decide to add? <br />YUEN:We would, there are some standard conditions that we would want <br />to accompany any, rather than just have a complete approval, yes. <br />SIRACUSA:I think the Commissioners would probably feel more comfortable <br />with that, too. Could you give us some idea what those might be or would we have to go <br />back to the drawing board on this? <br />YUEN:Well, we didnt prepare a set -. If you were to look, for example, <br />at the other special permit requests where we do have conditions of approval, just to give <br />youanexample,number5ontheagenda,complywithallstatedconditionsofapproval, <br />final plan approval, we have a fairly standard landscaping, sometimes hours of operation, <br />time extensions, timeframe for complying, and we generally have some kind of access <br />condition. And as you see our primary reason for denial was the access condition that the <br />Department of Transportation would be happy withand, that we also look at as a safety <br /> <br />issue, is extremely expensive in this case. But if the Commission, you know, if the <br />Commission clearly wants to approve, then at that point we will, the Department would <br />like to spend a few minutes in preparing some conditions that we would want to have <br />attached to any approval. <br />ALAMEDA:Commissioner Siracusa? <br />SIRACUSA:Thank you. <br />ALAMEDA:Other questions for Mr. Tulang? Commissioner Watanabe. <br />WATANABE:Maybe not so much for Mr. Tulang but this might be directed more <br />to the Director. And I note that, cause Im still concerned about the safety issue. And I <br />note that you said that it would cost anywhere between $300,000 to $600,000. Is there <br />any other way to mitigate that issue? Cause I would tend to agree that large trucks <br />entering a highway where vehicles are normally traveling at high speeds, in addition, you <br />know, you do mention the fact that its typically foggy out there and I think thats <br />common knowledge. So, you know, while traffic might not normally be an issue that we <br />would consider, safety probably should be; and, really, thats my biggest concern there. <br />If you can figure out a way to mitigate that, then I might be more inclined to vote <br />favorably. <br />YUEN:I dont have anything. What we got from the Department of <br />Transportation was a recommendation for the channelized intersection which I take to <br />mean a left-turn pocket and acceleration and deceleration lanes. That is an extremely <br />expensive proposition. Apart from that, I, I dont have any kind of idea besides that. <br />19EXHIBIT B <br /> <br />
