East-West direction across the map is identified as Mamalahoa Highway/Highway 19 <br />which is under the jurisdiction of the State Department of Transportation. The area of <br />this application is identified in red. Just to kind of give you a little bit of reference, this <br />area here is Honokaa town. The area of the application is at approximately the 47.5 mile <br />marker on Mamalahoa Highway. Access to the property is via Parcel 53 which is an <br />access easement; and its identified on the map as a roadway lot that kind of borders the <br />applicants property. <br />The applicant in this case, Melvin W. Miranda, Sr. is requesting to legitimize an <br />operation of an existing contractors yard on 1 acre of land on a 17.293 acre parcel within <br />the State Land Use Agricultural District. The applicant is wanting to provide services to <br />ranchers, farmers, and anyone that is need of trucking-type activities. The applicant hauls <br />livestock, water, ranching materials, aggregate, and containers, as well as other items that <br />are in need of trucking services. The equipment that the applicant owns has been listed <br />withintheapplication.Imnotgoingintogreatdetailidentifyingitall.Butthereisa <br />letter from the applicant that identifies all the different pieces of equipment owned by the <br />applicant. <br />The Planning Director is recommending that the Planning Commission deny this <br />application. The recommendation, the denial recommendation is based on several <br />negative factors. A primary negative factor is the cost of being able to provide a safe <br />access point onto Mamalahoa Highway. The other negative factors could be potentially <br />mitigated through conditions. <br />Id like to point out a portion of the recommendation that we have a typo that wed like to <br />address and then I would like to read that area. This is on page 4 of the recommendation. <br />The last paragraph on sentence two, it begins with the word This. The word that we <br />would like to include is This would not entirely eliminate. The word not has been <br />deleted and needs to be inserted in between would and entirely. <br />SIRACUSA:Excuse me could you please clarify where I will find that again. <br />DARROW:Page 4 on the recommendation, the bottom paragraph, sentence <br />two. <br />SIRACUSA:Okay, would you repeat the correction then, again. <br />DARROW:This would be the insertion of the word not in between would <br />and entirely. Ill read the sentence, This would not entirely eliminate safety issues. <br />If I could read this particular area of the recommendation, it states that The alternative to <br />a denial recommendation would be to recommend approval with a condition that the <br />applicant construct a left-turn pocket and acceleration and deceleration lanes along <br />Mamalahoa Highway. This would not entirely eliminate safety issues because of the <br />potential for fog, and it is not an economically sensible option.
