DOMINGO: Yeah, you know, a small project and the fact of the matter that there is <br />hardly any continuous traffic that would necessitate such a road to be built in that condition. <br />And that’s my concern. It just might be -. <br />WOODWARD: Yeah, I would agree with Commissioner Domingo. I think this is, and if <br />you look at the answers we’ve gotten when we’ve asked the questions, I think this is a classic <br />example of government over-regulation. We can’t give them a good reason why they have to do <br />it; it’s just what’s written down. And it doesn’t make any sense. They are going to have four <br />guest rooms, and on the road that only has four dwellings on it. Why? Why should they be <br />forced to pay to improve the road for that amount of traffic? As I say, you know, sometimes <br />we’ve just got to rein it in and say, okay, government does some things well but it just does some <br />things very poorly. And it tends to go, you know, it’s a knee-jerk reaction; well, this is what it <br />says, so this is the way we’re going to do it. <br />So I would move that we approve the Special Permit, SP 08-whole bunch of zeros-60, and delete <br />Condition No. 7. <br />WATANABE: That would include the revisions to No. 2 as Ms. Cottle indicated, which <br />deleted the landscaping requirement, and also include the new Condition 5 and renumbering of <br />the following conditions; new Condition 5, as she explained, was a limitation of serving only <br />breakfasts at the bed and breakfast. <br />WOODWARD: Right on. <br />WATANABE: Thank you very much. <br />BOWMAN: Second. <br />WATANABE: So we have a motion, we have a second. Before we deliberate on this, <br />let’s allow the Director to chime in. <br />YUEN: As the Chair said, we had some input from Public Works that we thought <br />was unreasonable for a project of this scale. I would want to say, though, that the condition, the <br />driveway approach here, if somebody were building a new house, they would have to get a <br />driveway permit to connect to a County road, this is how you would have to build the driveway. <br />DOMINGO: So, excuse me, Mr. Chairman. <br />WATANABE: Yes, Mr. Domingo. <br />DOMINGO: Is there being built at the present time another new dwelling about?
