For the reasons stated above, the Planning Director is initiating this amendment to the Zoning <br />Code and recommends approval of the change by the Planning Commission and the Hawai`i <br />County Council. <br />Since this amendment has been initiated, the Planning Department has received numerous letters, <br />mainly of opposition. This morning we have received a letter with attachments from Marilyn <br />McIntosh, who’s the Director of the Behavioral Services Division; and we’ve also received a <br />submittal from Councilmember Virginia Isbell, which is this article that was within the West <br />Hawai`i Today in today’s article. And this is identified on the top by “Treat the Addict, Cut the <br />Crime Rate.” Are there any questions? <br />ALAMEDA:Commissioner Siracusa? <br />SIRACUSA:It appears to me that this amendment is specifically crafted to address the <br />issue of the drug treatment facility that is being proposed for Keaau Ag Lots; and as such, I’m <br />wondering why the hearing has been held in Kona rather than in East Hawai`i in Hilo. <br />DARROW:This has been something that has been brought up in several letters, <br />mainly from residents in Keaau Ag Lots. I can assure you the Director has been dealing with <br />this particular subject matter for a period of several years. This item is going to be held here in <br />Kona and it also has to be held in Hilo. So at our next Hilo, it is agendized for a Hilo meeting. <br />SIRACUSA:So then we are not coming to a decision today? <br />DARROW:Correct. <br />SIRACUSA:We’re waiting until there’s a Hilo hearing as well? <br />DARROW:Yes. <br />SIRACUSA:Okay. <br />ALAMEDA:Thank you, Commissioner Siracusa. Commissioner McCall? <br />MCCALL:I guess, question probably for Chris. <br />ALAMEDA:Sure. <br />MCCALL:Okay, for whatever the current situation is for a group living facility or <br />something, as it lies now, I guess for someone to use say the house that they purchased in Keaau <br />or something, it would need to be a maximum of five unrelated people? <br />ALAMEDA:Can you speak in the mike? <br />MCCALL:Oh, I’m sorry.
