Special Permit Application and Use Permit Application Hamakua Health Center, Inc. <br /> 2. Driveways. <br /> a. Transitional Clinic. Access for the Transitional Clinic will be via <br /> Maluhia Road, together with an interior turn-round and fire <br /> apparatus access lane. The parking area will accommodate a total <br /> of 19 parking stalls (includes 2 ADA stalls) and a loading/ <br /> unloading area. HKH will maintain the right-of-way within a <br /> portion of Maluhia Road, being Easements H and D, as required <br /> under the Grant of Easements (see Exhibit 6c). <br /> b. Permanent Clinic. Upon completion of the driveway <br /> improvements for the Permanent Clinic(and existing Building C), <br /> access to the Project will be via either Akoni Pule Highway <br /> Driveway or Maluhia Road Driveway. HKH will incorporate the <br /> Transitional Clinic's internal roadways and design additional <br /> interior connecting roadways and parking area to accommodate a <br /> total of 82 parking stalls (includes 9 ADA stalls) and a loading/ <br /> unloading area. HKH proposes to widen the existing Akoni Pule <br /> Driveway from 20 feet to 60 feet(Non-Single-Family Residential <br /> Standard) as approved by DPW. <br /> C. Workforce Housing. Access for the Phase III Workforce Housing <br /> will be via either the Maluhia Road Driveway or Akoni Pule <br /> Highway Driveway with a parking area to accommodate 8 parking <br /> stalls (includes an ADA stall). <br /> E. Traffic Assessment Report. <br /> A Draft Traffic Assessment Report for the Proposed Hamakua-Kohala Health and <br /> Wellness Center ("TAR") prepared by The Traffic Management Consultant <br /> ("TMC") (November 2022) (Exhibit 7-TAR) analyzed the traffic impacts of the <br /> Project on Akoni Pule Highway and Maluhia Road intersections, and future traffic <br /> conditions with and without the Project. The TAR assumed that the Transitional <br /> Clinic will be constructed by the end of 2023, and the Permanent Clinic and <br /> Workforce Housing to be constructed by Year 2025. The TAR concluded that the <br /> Project is not expected to significantly impact traffic along Akoni Pule Highway <br /> as summarized below: <br /> • Existing Conditions. During the existing AM and PM Peak Hours, Maluhia <br /> Road operated at Level of Service ("LOS") "B" (control delay is not significant) <br /> at Akoni Pule Highway. <br /> • Year 2023 without Project. Maluhia Road is expected to continue to operate at <br /> LOS "B" during the AM and PM Peak Hours. <br /> _________________________________________________________________Page 9 of 38 <br />
