Hence, the requested time extension,while still consistent with the <br /> General Plan LUPAG map, would not compromise the basic land use objectives <br /> sought to be accomplished by the SKCDP's conceptual plan. <br /> The SKCDP also identified four major policies for the Waikoloa Village area. As <br /> noted below,these policies have only marginal,if any, relationship or <br /> applicability to the requested use. <br /> Policy 1: Provide Infrastructure and Facilities For a Growing Community. <br /> There were seven(7)identified strategies, relating to the planning, <br /> funding, and construction of a 1)community center and community park, <br /> 2) public schools,3)community library,4) major commercial center for <br /> the Village;two(2)relating to improving the area's potable water system <br /> and wastewater treatment system. The remaining one,which has some <br /> measure of applicability, is the provision of more emergency facilities. <br /> The strategy on emergency facilities addressed matters such as emergency <br /> shelters but also the planning for future helipad facilities. While that <br /> search is on-going,the existing heliport being less than 5 miles from the <br /> Village can and continues to provide some of these emergency functions <br /> for the Resort areas, Village and overall community at large. <br /> The licensee, Blue Hawaiian Helicopter,has provided support to the Red <br /> Cross,Nature Conservancy,and government agencies, such as the Civil <br /> Defense(particularly in conjunction with the June 27 lava flow), Fire <br /> Department, U.S. Coast Guard, the National Oceanic and Atmospheric <br /> Administration(NOAA), and Department of Defense. In that regard, the <br /> requested extension would enhance rather than detract from implementing <br /> this policy and strategy. <br /> Policy 2: Environmental Stewardship, Sense of Place, and Open Space <br /> Two (2) strategies were identified,which only marginally apply. These <br /> were providing support for alternative energy and environmental <br /> restoration projects, as well as the preservation of Waikoloa's scenic <br /> views, landscapes, and pu'u. <br /> Policy 3: Provide Transportation and Circulation Improvements in a <br /> Timely Manner <br /> The six (6) identified strategies dealt with road planning and improvement <br /> programs (such as having a second access from the Village to the Queen <br /> Ka'ahumanu Highway and the like)hence not directly applicable to the <br /> subject heliport. <br /> 7 <br />
