7. All signage will comply with the requirements of Chapter 3. <br />B. Nature of Request <br />Given the above, a Special Permit would be required for the proposed maximum <br />4-room B&B. <br />C. Project Timetable and Cost <br />Since the property is already run as a STVR, I am hoping to commence providing <br />service as a Bed and Breakfast immediately upon issuance of the Special Permit. <br />I do not foresee any construction cost associated with the operating of the B&B. <br />IV. INSTITUTIONAL CONSIDERATIONS <br />A. State Land Use <br />The State Land Use designation of the subject property is Agricultural. <br />As such, a Special Permit from the County of Hawaii Planning Commission is <br />required to authorize the requested use. <br />B. County General Plan <br />The County General Plan Land Use Pattern Allocation Guide ("LUPAG") map was <br />not designed to be specifically measurable and instead be a broad -brush <br />description of desired and use patterns. However, with the advent of <br />technology, the map was formatted into measurable patterns. <br />The "LUPAG" map designates the site on the GIS designated map as class ea, <br />Extensive Agriculture. <br />Whether Important Agriculture or Urban Expansion, because the proposed B&B <br />use of this site will not result in the reduction of any currently cultivated land <br />with it's predominantly residential use, the requested Special Permit would not <br />be inconsistent with either of those General Plan LUPAG designation, and no <br />amendments would be required. <br />
