C. Puna Community Development Plan <br />Relative to the Puna CDP, Section 15.1 of the County General Plan called for the <br />development and eventual County Council adoption of Community Development <br />Plans. The General Plan states that the CDP "will translate the broad General <br />Plan statements to specific actions as they apply to specific geographical areas." <br />The General Plan also notes that should the CDP require a General Plan <br />amendment, it could be considered concurrent with the adoption of the CDP. <br />However, if there is a direct conflict between the Community Development Plan, <br />the General Plan shall be controlling. <br />The Land Use map of the CDP appeared to follow or utilize the digitized version <br />of the General Plan LUPAG map. In that regard, my property is situated in close <br />proximity to the Kurtistown Community Village Center. <br />The CDP also identified several principles related to its overall "vision". These <br />principles and their relationship to the proposed B&B follow. <br />a. Protect Puna's natural resources and culture <br />The subject site does not have any critical natural resources, having been <br />already developed as a residence. The site is designated "X" on the Federal <br />Emergency Management Agency's Flood Insurance Rate Map. This <br />designation is assigned to areas outside of the 500 year storm. Furthermore, <br />there are no known archaeological features or botanical resources on my <br />property that require protection. <br />b. Provide connectivity and transportation choices <br />To the best of my knowledge, Moho Road is not identified for any future <br />connector road. <br />c. Provide housing choices. <br />This endeavor is not a housing one. However, in the event of the Special <br />Permit being approved, we will use it as a B&B and we will continue to retain <br />the residential use of the house and unlike a STVR, reserved exclusively for <br />visitor use, which can then effectively remove the dwelling from the housing <br />inventory. <br />
