SPECIAL PERMIT APPLICATION <br />PROPOSED 4-ROOM BED AND BREAKFAST <br />RIAAN MATTHEUS <br />LOT #4935, HAWAIIAN ACRES SUBDIVISION <br />16-1456 MOHO ROAD, KURTISTOWN, HAWAII <br />TAX MAP KEY: 1-6-050-058 <br />INTRODUCTION <br />I, Riaan Mattheus ("Applicant") would like to establish a 4-room Bed and Breakfast <br />("B&B") facility within the existing 5-bedroom single family dwelling on a 3 acre <br />property ("subject site") <br />The property is in Hawaiian Acres, located between Keaau and Volcano in the Puna <br />district, approximately 14 miles to downtown Hilo. <br />As the site is designated Agriculture by the State Land Use Commission, a Special <br />Permit is required to allow the requested use. This letter/report is intended to <br />support the request. <br />II. PROJECT LOCATION <br />As noted earlier, the Hawaiian Acres subdivision is located between Keaau and <br />Volcano in the Puna district, approximately 14 miles to downtown Hilo. My property <br />is 2.6 miles in from Hwy 11 on the Mauka side of Moho Road. <br />III. PROJECT DESCRIPTION <br />A. Project Background and Concept <br />I purchased the 5 bedroom, 3256 square foot dwelling on the subject property <br />on December 27, 2013.1 have enjoyed operating a 4-room "hosted" Short Term <br />Vacation Rental ("STVR") to help offset the cost of the mortgage, maintaining <br />the property, improving the property by fencing and saving the native trees <br />from pig destruction, adding fruit trees and flowers to create a lush landscape <br />that has a botanical feel to it. <br />I would like to have more opportunity to interact with my guests which I could <br />do if I would provide breakfast and be present during this time. I would like to <br />help them plan their visits around the island and get an understanding of the <br />special place we call home. <br />
