C. Kona Community Development Plan ("CDP") <br /> Relative to the Kona CDP, Section 15.1 of the County General Plan <br /> called for the development and eventual County Council adoption of <br /> Community Development Plans. The General Plan states that the <br /> CDP "will translate the broad General Plan statements to specific <br /> actions as they apply to specific geographical areas." The General <br /> Plan also notes that should the CDP require a General Plan <br /> amendment, it could be considered concurrent with the adoption of the <br /> CDP. However, "If there is a direct conflict between the Community <br /> Development Plan and the General Plan, the General Plan shall be <br /> controlling." <br /> The Land Use map of the CDP appeared to follow or utilize the <br /> digitized version of the General Plan LUPAG map. In that regard, the <br /> subject site is situated on the border of the Kona Urban Area, as well <br /> as outside of the road concurrency map. Pleases note that the Kona <br /> Urban Area generally followed the digitized version of the Urban <br /> Expansion of the LUPAG map. <br /> Notwithstanding the map portion of the CDP, the CDP also identified <br /> several principles related to its overall "vision." These principles and <br /> their relationship to the proposed B&B follow. <br /> a. Protect Kona's natural resources and culture. <br /> The subject site does not have any critical natural resources, <br /> having been already developed as a residence. The site is <br /> designated "X" on the Federal Emergency Management Agency's <br /> Flood Insurance Rate Map. This designation is assigned to areas <br /> outside of the 500-year storm. Appropriate on-site mitigation to <br /> accommodate project-generated drainage — if needed - will be <br /> addressed and implemented during any building permit and land <br /> disturbance aspects of this project. Furthermore, there are no <br /> known archaeological features or botanical resources on the <br /> subject site that require protection. <br /> b. Provide connectivity and transportation choices. <br /> The site of this proposed B&B is not identified for any future <br /> connector road or on the concurrency map of the Kona CDP. <br /> c. Provide housing choices. <br /> 4 <br />
