The subject parcel is located makai side of Mamalahoa Highway (180) <br /> and mauka of Queen Ka'ahuamanu Highway (19). The dwelling is not <br /> visible with the naked eye from either the shoreline or either of those <br /> Highways. Accordingly, the visual impact of this project to the coastal <br /> area will be non-existent. <br /> Although the site is located on the slopes of Hualalai, it is located on <br /> the makai side of the Mamalahoa Highway. Given its distance, it is <br /> not visible from the Highway and thus should not have any visual <br /> impact from a public roadway and should not diminish the open space <br /> and scenic resources in this area. <br /> D. Coastal Ecosystem <br /> As no improvements are contemplated, the existing structure and <br /> associated improvements should not result in any increase in the <br /> volume of rainwater on the site. Currently, rainwater is naturally <br /> drained on site and given the ground and soil condition, rapidly <br /> dissipates into the ground. The Applicants believe that existing <br /> cesspool system should be adequate for the proposed B&B use, as <br /> the projected number of users of the site should not significantly <br /> increase over what was originally intended by the restrooms within the <br /> 4-bedroom dwelling. <br /> Given the above plus the fact that the site is about two miles from the <br /> shoreline, the proposed B&B use should not generate any adverse <br /> impacts to the area's coastal ecosystem. <br /> E. Economic Uses <br /> There were signs that Hawaii's economy was turning around, until the <br /> recent COVID pandemic leading to some concerns over continued <br /> economic growth. While Hawaii's short-term economic future is still <br /> somewhat uncertain, there are signs of recovery. <br /> All things considered, it is important to continue with projects such as <br /> this that indirectly enhance and emphasize the island's agricultural- <br /> tourism industry. Establishments have to be creative to be able to <br /> attract visitors looking for unique experiences. <br /> F. Coastal Hazards <br /> 14 <br />
