The subject area is designated Zone "X" (areas of minimal hazard) on <br /> the Flood Insurance Rate Map. As such, there would be minimal <br /> hazards resulting from floodwaters that cannot be properly addressed <br /> during the normal review and approval of any additional improvements <br /> to the site by the County. <br /> Further, the site is about two miles from the shoreline and is not within <br /> the County's Civil Defense Tsunami Evacuation Zone. <br /> G. Manaaina Development <br /> While this function is more applicable to the "authority" or approving <br /> agencies, the request is intended to operate within the confines of the <br /> existing Zoning Code and Special Permit. The subject site is zoned <br /> A-1a, and the requested use and design/development parameters <br /> (parking, height, setback, etc.) are already consistent with said zoning. <br /> In that regard, this project would be consistent with the policy of <br /> "us(ing), implement(ing), and enforc(ing) existing law effectively to the <br /> maximum extent possible in managing present and future coastal <br /> zone management." <br /> H. Public Participation <br /> There is a statewide public advisory body called Marine and Coastal <br /> Zone Management Advisory Group (MACZMAG) that has the task, <br /> among other matters, of advising the lead agency (Office of State <br /> Plan) on coastal management issues. This includes a direct or <br /> indirect review of certain requests that may have statewide coastal <br /> zone management implications. <br /> Public participation in the review of the permitting process is also <br /> achieved through the posting of a sign on the property notifying the <br /> public of the filing of this application. Additionally, notices to <br /> surrounding property owners of the submittal of a Special Use Permit <br /> application and another separate notice informing said owners of the <br /> date of the Leeward Planning Commission's required public hearing <br /> as well as the rights to request for participation via a contested case <br /> hearing are mailed. <br /> I.
