The subject property is not a coastal property. As such, it will have no <br /> impacts to these policy concerns. <br /> Based on the foregoing, it is concluded that the proposed <br /> improvements would be consistent with the objectives, policies and <br /> guidelines of the CZMP, as outlined in Chapter 205A-23, HRS, and <br /> Planning Commission Rule No. 9 relating to Special Management <br /> Area. Specifically: <br /> • The proposed project will not have any substantial adverse <br /> environmental or ecological effect. Any effect that may result will <br /> be minimized to the extent practicable and is clearly outweighed by <br /> public health, safety and welfare, and other compelling public <br /> interest. <br /> Further, it will not generate any adverse effects by themselves or <br /> in conjunction with other individual developments, the potential <br /> cumulative impacts of which would result in a substantial adverse <br /> environmental or ecological effect and the elimination of planning <br /> options. Appropriate mitigative measures will be taken to address <br /> any potential adverse impacts of this project; <br /> • The proposed use - as discussed earlier - are consistent with the <br /> objectives and policies of the coastal zone management program <br /> and guidelines of the SMA Rules and Regulations; and <br /> • The proposed use is consistent with the County General Plan, <br /> Kona Community Development Plan, and the County Zoning <br /> Code. Although a Special Use Permit is required to effectuate this <br /> project, no amendment to any of those plans is needed. <br /> IX. JUSTIFICATIONS FOR REQUEST <br /> In determining whether the requested use is an "unusual and reasonable <br /> use" and thus should be permitted within the Agricultural District, certain <br /> guidelines are used.
