archaeological features in conjunction with the use and/or <br /> development of any aspect of this parcel, work will stop and <br /> appropriate clearances from the State DLNR and County <br /> Planning Department will occur before said activity is resumed <br /> within the affected area(s). <br /> Relative to cultural resources, there does not appear to be any <br /> particular landform or vegetation that would lend itself well for <br /> cultural practices. Neither the applicant nor the former and <br /> current owner has observed native Hawaiians frequenting this <br /> area to perform their cultural practices. <br /> In sum, it can be reasonably concluded that this project would <br /> have no significant adverse impact relating to native Hawaiian <br /> cultural and historical resources and/or practices that cannot be <br /> otherwise mitigated. <br /> 3. Scenic and Open Space Resources <br /> In the Natural Beauty element of the General Plan, there are <br /> sites or areas listed as scenic resources. The subject site is <br /> not listed as a scenic site. <br /> The proposed church should have little or no significant visual <br /> impact from Waikoloa Road affecting the shoreline. This is due <br /> to the site is located north of the Road and away from the <br /> coastline. Further, while the various mountains (Kohala, <br /> Mauna Kea, Mauna Loa, and Hualalai) are visible from the <br /> subject site, their views will not be impeded at all due to the <br /> height of the structure —which would be equal or less than a <br /> residential dwelling - and its location. <br /> Accordingly, this project should not have any significantly <br /> adverse impact to any scenic coastal resources from any public <br /> highway. <br /> 4. Coastal Ecosystem <br /> The proposed improvements should not generate any adverse <br /> impacts to the area's coastal ecosystem. The planned <br /> improvements, including the parking area could add to the <br /> site's impervious surface. As such, drywells and related <br /> drainage measures to address on-site drainage issues related <br /> to this project will be implemented. The appropriate <br /> 11 <br />
