3.3 Topography <br /> The property slopes from east to west towards Mamalahoa Highway. Based on available <br /> topographic survey, ground elevations of the property range from about +1,125 to + 1,093 <br /> feet above mean sea level. On Parcel 14,the site is terraced into three areas with parking lots <br /> located upslope and downslope of Buildings A, B, and C. Rock and concrete rubble masonry <br /> (CRM) retaining walls accommodate the grade changes between the buildings and parking <br /> lots. <br /> The existing building sites and parking areas are relatively level with slopes of less than <br /> two percent. The slope gradient of the existing driveway extending from Mamalahoa <br /> Highway to the upper parking lot ranges from about 10 to 18 percent. <br /> 3.1 Existing Uses <br /> The Project Area currently sits vacant following the closure of the Church on Parcel <br /> 38 and the moveout of the residential tenant on Parcel 14. <br /> 3.2 Use History <br /> The portions of the parcels within the project area have all been previously <br /> developed. The entirety of the 1.03-acre Parcel 038 currently contains three buildings that <br /> were constructed and used by the Church along with an asphalt-paved play court and <br /> parking lots. The parcel is landscaped between the buildings with lawn and ornamental <br /> vegetation. The 0.04-acre portion of TMK: 8-4-004:040 (Parcel 040) that is located within <br /> the project area consists of a narrow strip of land that is currently covered by rock outcrops <br /> and thick vegetation but appears to have been previously grubbed and graded with the <br /> development of the adjacent church, residence, and highway parcels. The entirety of Parcel <br /> 014,at the southern end of the project area,has also been completely graded and is currently <br /> the site of an abandoned residence and an unpaved driveway to the south and parking area <br /> to the east. The periphery of the parcel contains various fruit trees and ornamental plants. <br /> Prior to KS acquisition of Parcel 38, the previous use for this property was the church and <br /> classrooms, permitted by Special Permit No. 502. The Proposed Action will change the use <br /> of the site to a school use. As such,the Applicant is seeking a new special permit. <br /> 3.3 Abutting Uses <br /> The adjacent properties to the north and south of the Project Area are A-5a zoned lots <br /> with residential dwellings. A portion of Parcel 40, mauka of the Project Area, contains some <br /> agricultural crops and a residence. Across Mamalahoa Highway there are three buildings <br /> with retail and restaurant establishments and residential homes. <br /> 3.4 Zoning <br /> As shown in Figure 2 below,the Project Area is designated an Agriculture District by <br /> the State of Hawaii (State) Land Use Commission and is within the County A-5a <br /> (Agricultural)zone.While schools are not expressly permitted in a State Agricultural District, <br /> 4 <br />
