the east. The periphery of the parcel contains various fruit trees and ornamental <br /> plants. The applicant plans to demolish the abandoned residence and replace that <br /> area with internal circulation improvements and an overflow parking area. <br /> ■ The permit area includes a narrow, 0.04-acre strip of the larger 4.77-acre Parcel <br /> 040. The strip is currently covered by rock outcrops and thick vegetation but <br /> appears to have been previously grubbed and graded with the development of the <br /> adjacent church, residence, and highway parcels. The remainder of the parcel, <br /> mauka of the permit area is improved with a residence built in 1944 and <br /> agricultural crops. <br /> 14. Surrounding Zoning and Land Uses: The adjacent properties to the north and south of <br /> the permit area are A-5a zoned lots with residential dwellings. A portion of Parcel 040, <br /> mauka of the permit area, contains some agricultural crops and a residence. Across <br /> Mamalahoa Highway there are three buildings with retail and restaurant establishments <br /> (approved under Special Permit) and residential homes. <br /> 15. USDA Soil Survey Report: Soils within the permit area are classified as Kona and <br /> Haplic Udarents, 2 to 10 percent slopes. <br /> 16. Flood Insurance Rate Map (FIRM): Most of the project site (including all of parcel <br /> 038) is situated within Zone"X," an area of minimal flood hazard. A small portion of <br /> parcel 014 is situated within Zone "AEF", or an area that must be kept free from <br /> encroachment so that the 1% annual chance of flood can be carried without increasing the <br /> base flood elevation. <br /> 17. Land Study Bureau's Overall Productivity Rating: "E" or"Very Poor." <br /> 18. Agricultural Lands of Importance to the State of Hawaii (ALISH): Unique <br /> Important Agricultural Land. <br /> 19. Flora and Fauna Resources: Geometrician Associates, LLC prepared a Botanical <br /> Survey and Vertebrate Fauna Assessment in April 2022 (included as Exhibit 2 of the <br /> application), to determine if any rare, threatened, or endangered(RTE) Flora and fauna <br /> species could be found on the proposed permit area. The flora survey found that though <br /> there were some native species found, none were considered threatened or endangered <br /> and a majority of the flora present was from landscaping of the previous site.
