Bow Engineering & Development, Inc. <br />Miloli`i Beach Park Accessibility <br />Improvement Project <br />SMA Application <br />January 24, 2023 <br />• reconstruction and resurfacing of the basketball/volleyball courts enclosed within <br />a surrounding chain link fence; <br />• construction of a new playground and a surrounding chain link fence; <br />designation of a boat turnaround area; and, <br />• installation of vehicular barriers to prevent unauthorized vehicles from accessing <br />the shoreline and the pavilion. <br />The proposed action includes demolishing both the existing pavilion and comfort station. <br />The pavilion use would remain under community control. Parking would include 16 total <br />stalls, including 12 standard stalls and 4 ADA accessible stalls (including 1 van <br />accessible stall). A boat turnaround area adjacent to the pavilion would be paved with <br />"No Parking" signage. <br />The existing solar panels (PV system) on the pavilion would be removed and salvaged <br />and replaced with a new PV/battery power system. The proposed project includes <br />lighting for the restrooms and area lighting along the accessible paths. Security lighting <br />for the pavilion would run off of the PV system. Solar tubes for natural lighting may be <br />considered in the comfort station. <br />A maximum of 22 campers per night are currenty allowed with permits. With <br />implementation of the improvments, camping rules and reservations would remain the <br />same as those existing. <br />Two trees would be removed with construction of the proposed improvements. Excavated <br />materials from construction would be separated and reused on the project site, as <br />possible. <br />Following completion of the proposed improvements, all unpaved areas to be graded <br />would be grassed or hydroseeded. Any remaining construction waste would be removed <br />from the project site. New signage would include accessible parking signs in the parking <br />area and accessible signs for the restrooms. <br />The County aims to provide ongoing beach parking and access during construction of the <br />proposed improvements. Temporary parking during construction would likely be onsite <br />or along Miloli`i Road. <br />C. There would be a short-term increase in dust during demolition and soil erosion during <br />construction since grading associated with construction of the proposed facilities would <br />result in the exposure of bare soil to potential erosion. All earthwork and grading <br />operations would be conducted in compliance with dust and erosion control requirements <br />of Hawaii County Code Chapter 10, Erosion and Sedimentation Control. The proposed <br />action includes a site -specific Best Management Practices (BMP) plan developed as part <br />of the project to minimize erosion and sedimentation during construction. With <br />implementation of these BMPs, the proposed project would not result in a significant <br />impact due to soil erosion or off -site sediment transport. <br />Page 2 of 6 <br />
