Bow Engineering & Development, Inc. 40* <br />Miloli`i Beach Park Accessibility IV SMA Application <br />Improvement Project January 24, 2023 <br />No long-term or cumulative adverse effects to topography or soils are anticipated with <br />implementation of the proposed action. <br />Implementation of the proposed accessibility improvements could temporarily increase <br />noise levels during construction. <br />There would be no long-term increase in noise during project operations since the project <br />accessibility improvements would not generate additional traffic and associated noise. <br />The proposed project would introduce minimal additional lighting to the project site for <br />the restrooms and area lighting along accessible paths. Because of the isolated nature of <br />the project site and unlit night sky ideal for nighttime star visibility, these lights could <br />produce nighttime glare effects. <br />Since the proposed project consists of accessibility improvements and replacement of <br />existing uses at the Miloli`i Beach Park, the proposed project would not significantly <br />change the scenic and visual character of the surrounding area. <br />D. No significant long-term or cumulative adverse environmental effects would results from <br />the project. The proposed improvements would not curtail the range of beneficial uses at <br />the project site. The project would increase the range of beneficial uses of the <br />environment by improving existing beach park facilities and accessibility to these <br />recreational resources. With implementation of accessibility improvements, recreational <br />access for disabled visitors to the park would be improved. <br />E. Under the No Action Alternative, the proposed accessibility improvements would not be <br />constructed and existing park features would not be reconstructed. As a result, the present <br />conditions within the project area would predominantly continue into the future, with <br />some members of the community experiencing limited or difficult access to park <br />facilities. Also, the basketball court and pavilion would remain in disrepair and would not <br />meet County permit requirements. This alternative would not meet any of the identified <br />project objectives. <br />Preferred Alternative 1: Proposed Action <br />The beneficial impacts of the proposed project include the increased accessibility to the <br />park offered by improved parking lot including ADA spaces, connecting ADA accessible <br />walks and ramps to park facilities for greater accibility from feature to feature, <br />improvement and replacement of existing facilities to meet ADA guidelines and County <br />permit requirements, and the addition of a new children's play apparatus. <br />Page 3 of 6 <br />
